Kwestie metodologiczne podejścia ewolucyjnego w ekonomii Streszczenie: Celem artykułu jest zdefiniowanie i wstępna analiza podstawowych problemów metodologicznych związanych z żywiołowym rozwojem ekonomii ewolucyjnej. Poważne trudności metodologiczne pojawiają się zarówno w związku z konstytuowaniem pola badawczego tej ekonomii jak i z samym procesem wyjaśniania w niej przyjętym. Na tym tle rozważa się perspektywy rozwoju i możliwości poznawcze współczesnej ekonomii ewolucyjnej. Z przeprowadzonej analizy wynika, że podejście ewolucyjne jest klasycznie endogeniczne. Ekonomia ewolucyjna analizuje i wyjaśnia procesy wewnętrznej transformacji wiedzy stosowanej w systemach ekonomicznych dotyczącej podejmowania decyzji, metod produkcji, form organizacyjnych życia ekonomicznego, zachowania się konsumentów i psychologii jednostek gospodarujących. Wszystko to, co w ujęciu neoklasycznym jest przyjętym stałym parametrem, w ujęciu ewolucyjnym jest przedmiotem analizy, przy założeniu, że zmiany tych parametrów wynikają z procesów ewolucyjnych. Właśnie mechanizm tej ewolucji jest głównym przedmiotem zainteresowania ekonomistów ewolucyjnych. Dlatego też przy analizie systemów ekonomicznych koncentrują oni swą uwagę na zmianach i elementach nowych. Główna trudność metodologiczna związane z określeniem pola badawczego ekonomii ewolucyjnej to demarkacja tej ekonomii od innych dyscyplin naukowych badających procesy ekonomiczne i ewolucyjne, takich jak np. socjologia, antropologia społeczna, historia gospodarcza, ekonomia instytucjonalna, psychologia społeczna, psychologia ewolucyjna (biologia behawioralna), biologia ewolucyjna. Ekonomia ewolucyjna poszukuje swej tożsamości poprzez zorganizowanie swych pól badawczych dotyczących ewolucji ekonomicznej wokół modelu przeszłej i teraźniejszej dynamiki systemu organizacji i funkcjonowania gospodarki, w szczególności genezy i funkcjonowania zachodniego kapitalizmu. Ostatecznie wyjaśnianie w ramach ekonomii ewolucyjnej jest wyjaśnianiem zdarzeń ekonomicznych poprzez odwołanie się do uprzednich zdarzeń i znajdowanie związków przyczynowych obejmujących procesy zachowania i transformacji zachowań i instytucji, mechanizm kreacji odmienności (mutacji) i mechanizm selekcji tych odmienności zawierający w sobie mechanizm segregacji i wykluczania.

Choć uprawiana była ona w różnych formach już od dawna (można przyjąć, że od początków myśli ekonomicznej), to dopiero od kilkudziesięciu lat pojawiła się świadomość, że dyscyplina ta ma rację bytu sama w sobie, a cel jej rozwijania nie ogranicza się bynajmniej jedynie do usługowej, pomocniczej funkcji wobec nauki ekonomii.Nominalistyczny model uprawiania historii myśli ekonomicznej 1.1. Wczesnafaza rozwoju historii myśli ekonomicznej charakteryzowała się czysto idiograficznym podejściem badawczym historyków. Ich ambicje ograniczały się najczęściej do gromadzenia rozmaitych nieuporządkowanych ciekawostek. Jan S. Określenia te nawiązują do powszechnie przyjętego za Schumpeterem rozróżnienia myśli ekonomicznej, systemówekonomii politycznej i analizy ekonomiczej. Termin myśl ekonomiczna Schumpeter definiował jako "sumę wszystkich opini i żądań związanych z kwestiami ekonomicznymi, a zwłaszcza z polityką publiczną dotyczącą tychkwesiii, która w każdym momencie i miejscu przepływaprzezspołeczną świadomość". Przez system ekonomii politycznej rozumiał on "całościowy zbiór polityk ekonomicznych", którego utorbroni na mocy pewnychzanifikowanych zasad (normatywnych), takichjak zasadyliberalizmu ekonomicznego, socjalizmu itp. (jako przykład takiego systemu podawał np. "Badania nad naturą i przyczynami bogactwa narodów" Adama Smitha). Natomiast przez historię analizy ekonomicznej rozumiał on"historię wysiłkówintelektualnych podejmowanych, aby zrozumieć zjawiska ekonomiczne, albo, co oznacza to samo, historię analitycznych lub naukowych aspektów myśli ekonomicznej" [Schumpeter, 1954, s. 3, 38]. Dla uproszczenia analizy zawartej w poniższym tekście celowopomijam rozległe komplikacje teoretyczne wnoszone przez te kontrowersyjne analitycznie rozróżnienia [por. Glapiński, 2004, rozdz. 2]
Degeneracja instytucji kapitalistycznych w teorii Josepha A. Schumpetera Zmierzch przedsiębiorcówJedna z najbardziej wnikliwych dotąd przedstawionych instytucjonalnych analiz funkcjonowania gospodarki kapitalistycznej zawarta jest wpracach Josepha A. Schumpetera. Nie ulega przy tym wątpliwości, że w początkach XXI wieku zasadnicza część tej analizy jest nadal aktualna.Właśnie rola instytucji wgospodarce jest centralnym tematem, wiążącym ze sobą logicznie wszystkie pięć części nieco chaotycznego i niekoherentnego zbioru esejów składających się na całość najsłynniejszej książki Josepha Schumpetera "Kapitalizm, socjalizm, demokracja" opublikowanej w 1942 roku.Po przeprowadzeniu dowodu, że z punktu widzenia czysto ekonomicznego mechanizmu kapitalistycznego, kapitalizm jest nadal w pełni żywotnyi co najmniej jeszcze wnastępnych pięćdziesięciu latach może generowaćwzrost dobrobytu wszystkich grup społecznych, Schumpeter przystępuje do analizyinstytucji społecznych kapitalizmu i tam właśnie znajduje źródło jego potencjalnego, przyszłego upadku. Bowiem sama wyższość doskonałość mechanizmu ekonomicznego czystej "maszyny kapitalistycznej" nie wystarczy, abymógł on przetrwać. Podsumowując tę analizę Schumpeterstwierdza, że "nie mam zamiaru twierdzić na podstawie tych osiągnięć, że kapitalistyczneintermezzo ma szanse na długi żywot. W istocie rzeczy chcę (...) postawić dokładnie odwrotnątezę". Zresztą w sposobie upadkukapitalizmu, jak stwierdza, nie będzie nic szczególnego, bowiem "większość cywilizacji zniknęła, zanim mogły one w pełni wykazać, w jakim stopniu spełniają swe obietnice" [Schumpeter, 1942, s. 160] Jak mówiw jednym ze swychpublicznych wykładów: "Ekonomiczne dokonania nie znaczą tak wiele dla ludzkości. Gdyby było inaczej, nie organizowano Autor jest pracownikiem naukowym Szkoły Głównej Handlowej w Warszawie.
