Tanzanian legislation for women's rights is a product of decades of indigenous women's struggles and considered amongst the most progressive in Africa. However, implementation has been problematic and some elements in the current discourse appear to push back against gender equality with an essentialist framing of women and men as naturally different. This paper draws on the perspectives of 144 women and 144 men, in four rural communities in different regions of Tanzania, to build an understanding of how they perceive gender equality, and how their perceptions relate to decision-making, women earning incomes, women as homemakers, and control over assets. Understanding gender as a performance we contextualise our analysis through a historical overview of women's struggles to secure rights from colonial times to the present day. We find that while local discourse appears to embrace the idea of gender equality, practice remains quite different with the threat of sanctions restricting the scope for re-negotiation of gender. The paper demonstrates how the continuous performance, reproduction and renegotiation of gender takes place as part of everyday life, as women and men seek to secure their personal well-being in a context of limited cultural and economic options.
This article takes the big data era as a starting point to examine common assumptions about confidentiality and privacy, arguing that confidentiality is a westernized notion that is currently facing various challenges because of the present shift toward the openness of data access across multiple platforms. We contend that the notion of privacy is more dynamic in many non-Western societies and, therefore, we want to challenge confidentiality as a necessary condition for research. Revisiting the first author’s experience working with participatory qualitative data collection methods, we argue that there are communities where confidentiality matters less; in such communities, instead of engaging in strict confidentiality procedures, particularly since confidentiality will never be achieved, qualitative researchers should build on the attitudes of such communities and go beyond the notion of individual privacy to better facilitate the formulation of community action plans for possible interventions in areas of perceived societal needs.
For many decades the worldwide expansion of supply and demand for skilled work has been at the heart of economic growth and development. In this paper, we use the 1991–2010 panel data from the Kagera Health and Development Survey in North West Tanzania to examine the work outcomes at the end of the panel of those who were young (7 to 24 years) in the baseline. First, we illustrate the significant extent to which advanced education and skilled work go hand in hand. We analyse specifically the baseline household factors enabling individuals to access more advanced education, and we find quite different results by gender. We then analyse, again by gender, how this education plus baseline characteristics matter for attaining skilled or professional work. We also study the importance of migration in the process and the degree of intergenerational mobility in skilled work. The results show vividly how some key household factors help young men advance in their education and career, while childcare in particular retards the progress young women can make.
