El autor propone diferenciar las distintas dimensiones que han de ser consideradas al aproximarse al fenómeno de la migración. A partir de ello establece un contraste crítico entre la migrancia y la diáspora como figuras que parecen muchas veces superpuestas. Sin embargo, se propone considerar dicha diferencia en el contexto de sus consecuencias, pues en principio ambas se remiten a distintas fases del capitalismo e indican distintos procesos relacionales. Si no se las distingue, se corre el riesgo de perder de vista la especificidad de cada una de ellas y, en igual medida, se tiende a ‘naturalizar’ la realidad que indican. Para enfrentar dicho riesgo, se propone desarrollar la idea de una transmigrancia, que debiera aludir a los modos de vivir específicos implicados en el migrar, intentando reconocer específicamente los costos sociales, culturales, políticos y humanos que el fenómeno acarrea, así como los procesos identitarios de reconocimiento y de memoria que implica. The author attempts to differentiate the various dimensions that must be considered in approaching the migration phenomena. Then provides a critical contrast between migrating and diaspora, as figures that seem to be overlapped. In order to face this risk, he develops the idea of transmigration, which should refer to specific lifestyles involved in migrating, and attempting to recognize specifically the social, cultural, political, and human costs that the phenomenon carries and also the identity processes of recognition and memory involved.

Desde entonces, las móviles e imprecisas fronteras "nacionales" se fijan, como reflejo de la nueva etapa de organización y consolidación del estado a que se aplican los vencedores. Luego de medio siglo de "anarquía" surge, por vez primera, un actor capaz de liderar este proceso; el ejército, parcialmente autónomo respecto a los partidos, procurará moldear la sociedad de acuerdo a los parámetros que determinan su índole moderna: eficiencia, economía, espíritu de cuerpo, profesionalismo (Barrán 105). El ejército, así, precede y procede a la estructuración del Estado uruguayo moderno.El régimen -liberal en lo económico, romántico en su espíritu, prusiano en lo político, positivista en lo social-hace frente a una inmensa tarea que comprende la centralización administrativa y policial, la promulgación de un grueso corpus jurídico y la adaptación del aparato productivo a los requerimientos del sistema económico internacional regulado por Londres.
