Cet article présente les résultats d’une étude qualitative exploratoire menée auprès d’un organisme de formation confronté à des résistances de ses parties prenantes à un projet d’innovation par l’intelligence artificielle (IA) impulsé dans une perspective de changement. L’étude porte ainsi sur le management de ces résistances. Une première démarche de type conflit-résistance-engagement est mise en œuvre dans une stratégie d’anticipation des rapports conflictuels. Une analyse de contenu des données recueillies à partir de 9 entretiens opportunistes, de 35 réponses à un questionnaire qualitatif, et d’une observation participante, montre que cette stratégie est insuffisante pour surmonter toutes les résistances. La non-implication des parties prenantes, dès l’identification du besoin a suscité des suspicions persistantes vis-à-vis des intentions fondant le projet d’innovation. Nos résultats mettent en évidence la nécessité de s’inscrire dans une démarche de co-construction du projet afin d’instaurer des relations de confiance.
Au fil des années, de nouvelles normes ont été développées pour réguler le monde de la construction. Elles s’inscrivent dans une logique d’opérationnalisation du développement durable (DD) que nous cherchons à comprendre à travers l’analyse des représentations des parties prenantes d’une promotion immobilière privée et en nous appuyant sur une approche par l’action collective. Elle vise à comprendre la manière dont l’action se structure et se justifie. Dans un premier temps, nous proposons une caractérisation de cette action fondée sur l’intérêt qui la porte et permettant de différencier et d’expliciter les représentations. Au-delà de cette détermination structurante de l’action, d’autres variables sont mobilisées : la nature/taille du groupe, la dimension socio-spatiale, l’horizon temporel, le principe, le processus et le résultat de l’action. Une grille d’analyse est ainsi définie pour procéder à une étude de cas. Le matériau empirique est collecté par entretiens semi-directifs et analysé qualitativement et quantitativement à l’aide du logiciel Alceste. Trois univers d’action idéaux-typiques sont identifiés : une logique d’entreprise, une logique sectorielle et une logique territoriale. Ces univers se différencient de manière assez claire, et organisent des visions bien distinctes du DD et de son opérationnalisation dans le secteur de la promotion immobilière. Se pose alors la question de la convergence des logiques d’action en vue d’opérationnaliser le développement durable à l’échelle d’un territoire. Les élus la voient comme partenariale et non-financière alors que les dirigeants du promoteur immobilier privé en ont une conception actionnariale et financière. Une des conditions de l’opérationnalisation semble ainsi résider dans la construction d’un compromis autour de la valeur associée au DD.
