Toutes les règles de vote non dictatoriales sont manipulables par une coalition d’agents ; cependant, toutes ne présentent pas le même degré de manipulabilité. La vulnérabilité à la manipulation peut être évaluée par la fréquence des situations de vote – dites instables – où la manipulation est possible sous la règle considérée. Nous nous proposons dans cet article de mesurer la vulnérabilité de la règle de vote par note à trois niveaux (EV) à la manipulation stratégique par une coalition de votants lorsque les préférences sont trichotomiques et le nombre de candidats limité à trois. Pour pouvoir comparer les performances de EV à celles des règles de la pluralité, de l’antipluralité et de Borda, nous calculons aussi les fréquences théoriques des situations de vote instables sous chacune des extensions de ces trois règles au cadre des préférences trichotomiques.
