DIGITALIZATION IN THE FIGHT AGAINST CORRUPTION IN UKRAINE Silenko А. А. INTRODUCTION The relevance of the article is due to the fact that in 2019. in the ranking of Corruption Perception Index, Ukraine took 127th place among 180 countries. Among neighbors, the worst performance is only in Russia 1. According to the results of a sociological survey conducted in 2018. Ilk Kucheriv Foundation for Democratic Initiatives, together with the sociological service of the Razumkov Center on August 16-22 in all regions of Ukraine, except Crimea and the occupied territories of Donetsk and Lugansk regions, 26.1% of Ukrainians are ready to rally against corruption 2. This is three times IU nshe than 2012-2013 g., While according to the study's Global Corruption Barometer (of Global Corruption Barometer) from by Transparency International, and Gallup International, Association viyasnilos that protest against corruption are ready 68% of Ukrainians 3. Do these research findings suggest that corruption has decreased? Unfortunately not. By orruptsiya Prodo lzhaet to be one of the most dangerous problems that hinder the development of Ukraine. Corruption discourages investors, hinders the full filling of the budget, destroys state institutions, the political system, and threatens national security. According to Article 20 of the UN Convention against Corruption, the concept of non-legal enrichment "is understood as" a significant increase in the assets of a public official in excess of his legal income, which he can not reasonably substantiate. The world community recognizes the usefulness of recognizing illegal enrichment "as a criminal offense when it is committed intentionally", because the discrepancy between the declared income and the real costs of corrupt officials is much easier to justify than their specific corruption actions 4 .
The digital economy is becoming a development trend in most modern countries, the basis for sustainable economic growth and living standards of the population. In this regard, it seems relevant to consider the significance of the impact of the digital economy on the welfare state. The purpose of the article is to study the influence of the digital economy on the quality and living conditions of citizens in a welfare state. Methodology. The study is based on a systemic approach, within which the digital economy has been viewed as an external phenomenon (input) that has been able to affect the welfare state system (output). Results. The hypothesis of the study that the digital economy improves the quality and living conditions of citizens in a welfare state was partially confirmed. However, it became clear that in addition to positive, the digital economy has negative consequences for people. For example, the digital economy improves the ability to solve many social problems, but at the same time creates new problems. For example, it creates new jobs, new professions, as a result of which workers in traditional professions become unclaimed. The digital economy not only solves and creates problems, but also exposes them. So, it has clearly outlined the problem of social inequality in Ukraine. Undoubtedly, the digitalization of public social services makes life easier for people, but only if they are prepared for this process. Digital illiteracy of the population, characteristic of countries lagging behind in technological development, including Ukraine, is an obstacle to the introduction of digitalization into the social sphere. At the same time, the state is not ready for the active introduction of digital technologies into the system of social policy yet due to the lack of necessary resources. Digitalization will not improve people’s lives until the state has funds for social policy. And yet, some measures are being taken in this direction.
The subject of the research is the economic and political factors of the welfare state in the countries of Central and Eastern Europe and in Ukraine. Methodology. The work used a comparative approach, which made it possible to study the development of social states in Central and Eastern Europe, in Ukraine, to identify their similarities and differences. The institutional approach made it possible to consider the problem as a multidimensional socio-political phenomenon, to highlight functionally and systemically important elements and to study their mutual influence. Results. The purpose of the article is to analyze the prospects of the welfare state in the countries of Central and Eastern Europe and Ukraine, the influence of political and economic factors on its development. To achieve this goal, the following research tasks were set: to consider the issue of the influence of democracy on economic and social development; analyze the role of the state in socio-economic processes; to study the experience of socio-economic reforms in the countries of Central and Eastern Europe, which began their reforms almost simultaneously with Ukraine, and to find out why the success of their reforms is much higher than those achieved in Ukraine; clarify the reasons for the failure of reforms in Ukraine. It is shown that democracy does not affect economic growth; at the same time, democracy is the guardian of economic and social stability. It is substantiated that the welfare state provides citizens with protection that they will never receive from the state: the “night watchman”. As world experience has shown, the market does not guarantee the protection of the economy from crises and is not a panacea for eliminating the consequences. Sometimes, the market can even pose a threat to society, for example in the field of ecology. Thus, the actions of market forces and the interests of society do not always coincide. It is argued that the idea of a stable causal relationship between the reduction in the state’s participation in the redistribution of national income and an increase in economic growth is erroneous. Failures of economic and social reforms in Ukraine are explained by the fact that their liberal version was chosen, the consequences of which can be characterized as catastrophic. The low level of professionalism of reformers and corruption also played a negative role.
