Цель исследования-вопросы формирования стратегии управления персоналом Государственного автономного учреждения здравоохранения «Детская республиканская клиническая больница Министерства здравоохранения Республики Татарстан» (ГАУЗ ДРКБ МЗ РТ) на основе внедрения принципов процессного управления с использованием инструментов стратегического менеджмента. Актуальность исследования обусловлена переходом на новый этап развития учреждения в связи с завершением реализации региональной программы модернизации, структурными изменениями организации, а также кардинальными изменениями факторов ближнего и дальнего окружения. Материал и методы. Наглядно продемонстрированы ключевая роль и значимое место стратегии управления персоналом в иерархии стратегий крупной медицинской компании. Большое внимание уделено возможности использования инструментов стратегического менеджмента для формирования стратегии управления человеческими ресурсами. Также проведен анализ стратегии управления персоналом ГАУЗ «Детская республиканская клиническая больница Министерства здравоохранения Республики Татарстан»: миссия и ценности организации; анализ цепочки добавленной стоимости; анализ кадровых ресурсов; анализ окружающей среды; анализ стейкхолдеров организации; матрица SWOT-анализа. Результаты и их обсуждение. Показаны результаты стратегического процесса в области управления персоналом, характерные для крупной государственной клиники. Необходимо создать целостную, ориентированную на процессы модель вознаграждения персонала путем применения следующих инструментов: системы сбалансированных показателей, эффективной стратегии участия (кайдзен), бережливого производства, наставничества, «эффективного контракта», мотивационных тренингов и других инструментов материального и нематериального вознаграждения. Выводы. Немаловажным условием развития управления на уровне рабочих мест является четкая регламентация процессов управления персоналом на каждом этапе: планирование деятельности-рекрутинг-заключение трудового договора-введение в должность-непрерывное обучение-оценка результатов работы-развитие персонала. The article provides an overview of domestic and foreign literary sources devoted to an urgent challenge in modern health care infectious morbidity. The extraordinary socio-economic importance of infectious diseases at the present stage throughout the world, including in the Russian Federation, based on their global spread and high economic losses associated with disability, treatment costs and anti-epidemic measures. In recent decades, the emergence of previously unknown new infectious diseases and the return of old infections, many of which pose a high epidemiological danger and are characterized by high mortality, have been noted. Among the significant reasons for the emergence of new infections, an increase in infectious diseases, changes in the nature of the course of known diseases, it is necessary to note such reasons as a change in a person's lifestyle and the introduction of new technologies. In Russia, a high incidence of acute respiratory infections is recorded annually. An increase in the incidence of acute intestinal infections of viral etiology and a decrease in the incidence of these diseases of bacterial etiology are noted. An urgent problem is the high level of morbidity and mortality from infection caused by the human immunodeficiency virus, as well as the incidence of chronic viral hepatitis and an increase in mortality from their unfavorable outcomes. Natural focal infections remain an important problem, among which hemorrhagic fever with renal syndrome and tick-borne infections occupy a significant place. The threat of the invasion of infections that cause emergencies in the field of sanitary and epidemiological welfare of the population into the Russian Federation territory remains. Infectious diseases are becoming one of the leading causes of premature mortality in the working-age population. In 2020, the Russian Federation faced the pandemic of the new coronavirus infection COVID-19, which led to high morbidity and mortality. Thus, infectious diseases are an urgent problem for the Russian Federation at the present stage, necessitates the development of a targeted program to reduce morbidity and mortality from infectious diseases.
Aim. To study the impact of resource provision for the regional infection services on public infectious morbidity rate and determine priority ways of the service development. Methods. The analysis of infectious diseases statistics by the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being office in the Republic of Tatarstan as well as 2005-2015 annual reports of infection service of the Ministry of Health Care of the Republic of Tatarstan was carried out using statistical methods. Results. Public infectious morbidity in the Republic of Tatarstan increased by 11.7% during the period of 2005-2015, which indicates low growth rate. The average level of infectious morbidity variation was revealed (the coefficient of variation - 11.24%). During the analyzed period (2005-2015) in order to optimize infection service of the Republic of Tatarstan resource provision of the infection service (number of infectiologists, bed capacity, offices of infectious diseases) was cut. A significant correlation between infectious morbidity and resource provision for the service at the level of municipal districts was found. Priority ways of Tatarstan service development are creation of the Center for Infectious Pathology and introduction of new forms of examination and treatment. Low growth rate and average level of infectious morbidity variation in the Republic of Tatrstan during the period of 2005-2015 were revealed. A significant correlation between infectious morbidity and resource provision of the service was found. The highest infectious morbidity rate was registered in large cities of the Republic with high availability of human resources, bed capacity and specialized laboratories, while low morbidity rate was registered at municipal level with lack of infectiologists, subdivisions of infection service and specialized laboratories. Conclusion. Reduction of material and technical resources and human resources of infection service of the Republic of Tatarstan had an impact on infectious morbidity rate in the region associated with decreased level of diagnosis of infectious diseases at certain territories.
