A fluctuation theory of ternary and pseudo-ternary superconducting compounds of rare-earth metals is constructed on the basis of phase lamination in complex magnetic systems during phase transitions. It is shown that a high-temperature superconducting phase may appear in these compounds. The criterion for the emergence of such a phase is obtained.
