The legal and organizational mechanism of regulating the bankruptcy and insolvency institution in Russia is considered, as is its specifics and its impact on the efficiency of the economic system as a whole. The practical administration of bankruptcy legislation is assessed and some recommendations are given aimed at the further improvement in the mechanisms for crisis management of insolvent companies.
Subject. This article discusses the organizational and economic processes, and conditions for the formation and development of inter-regional clusters.
Objectives. The article aims to clarify ideas and develop recommendations to assess the conditions and possibilities of inter-regional cluster forming.
Methods. For the study, we used statistical analysis, graphical, and expert assessment methods, and a literature review.
Results. The article proposes certain phases and an algorithm to form inter-regional clusters as potential economic growth zones of the regions.
Conclusions and Relevance. The inter-regional cluster formation and development should be based on the economic-growth-zone theory and models based on the principles of inclusive development and smart specialization. The results of the study may be a basis to develop a strategy for inter-regional clusters operating at the level of the country's macro-regions.
The research is aimed at substantiating a mechanism for the formation of interregional clusters. In order to identify the current state and development prospects for the Russian wood industry, we conducted an analysis of its functioning on the basis of official statistics. We substantiated the advantages of a cluster form of integration and made an assessment of the foreign and domestic clustering experience in the wood industry on the basis of an in-depth study of the related literature, analysis and synthesis of the data taken from certain specialized Internet portals of the Russian wood industry. To implement into practice our approach to the formation of interregional wood industry clusters in the Central Federal District (CFD), we carried out a research into these territories’ resource potential for clusterization (a rating-and-score method, methods of localization and concentration, a method of territorial proximity, a method of formalization, etc.). The obtained results showed that is it possible to form 4 wood industry clusters in the CFD of Russia, allowing to concentrate a resource capacity of several territories for the purpose of strengthening the interregional interaction of the timber industry enterprises, to create opportunities for the implementation of large-scale innovative projects in the industry.
Integration processes are the most important areas of economic development. The article presents the motives and factors that contribute to the development of integration processes in the economy; the evolution of forms of integration in Russia is considered, the reasons for choice of kinds of integration interaction are presented, the existing forms of integration are reflected. The idea that the cluster association of organizations is the most promising form of integration is substantiated. The authors highlighted features of clusters, assessed the current state of the cluster structure, focusing on the existing problems of the establishment and operation of cluster associations in Russia.
