Анотація. Наукова стаття присвячена теоретичним та практичним аспектам залучення приватних інвестицій у державну сферу через концесію. Закон України «Про концесію» визначає правове регулювання концесії, встановлює єдину процедуру ініціювання та ухвалення рішення щодо об'єктів концесії, впроваджує прозору процедуру вибору інвестора на конкурсних умовах та додаткові гарантії для концесіонерів. Проаналізовано доцільність вимог до концесіонера як учасника державно-приватного партнерства та сторони договору концесії, що встановлюються у концесійному законодавстві.Розглянуто перелік критеріїв до концесіонера, встановлених чинним законодавством України, задля укладення договору концесії у різних сферах. Здійснено аналіз міжнародного та національного досвіду застосування комплаєнсу як дієвого процесу, що може бути використаний під час оцінювання конкурсних пропозицій концесіонера на етапі проведення концесійного конкурсу. Запропоновано реалізувати комплаєнс у концесійній діяльності у зв'язку зі збільшенням кількості законодавчих та регуляторних вимог, які потрібно враховувати під час ведення бізнесу у сфері державно-приватного партнерства; зростанням фінансових та матеріальних ризиків, соціальних та репутаційних втрат від корупційних зловживань; високим рівнем соціальних очікувань від концесії. Враховуючи особливість концесійної діяльності, досліджуємо комплаєнс як спосіб запобігання участі концесіонера у корупційних схемах.Наведено переваги впровадження комплаєнсу в концесійній діяльності з огляду на сучасні вимоги ведення бізнесу, особливості об'єктів, що передаються в концесію, потребу упорядкувати систему внутрішнього забезпечення відповідності діяльності концесіонера вимогам антимонопольного законодавства. Комплаєнс має привести до стабільної прозорості у сфері концесійної діяльності, оприлюднення інформації про власників, винагороди працівникам, вжиття спеціальних заходів, спрямованих на запобігання корпоративному шахрайству, неправомірному використанню ресурсів держави та приватного партнера, дотримання принципів соціальної відповідальності.
The characteristics of power sources affect the performance of autonomous electrically driven systems, such as unmanned aerial vehicles, aircraft missiles, guided bombs, torpedoes, space and aerospace vehicles, controlled gliding parachutes. The creation of control systems for the aircraft flight control surfaces of autonomous mobile objects is an urgent topic in modern research. This article provides how a mathematical model based on integrated approach is developed for an energy-efficient mechatronic module for control systems of promising mobile objects powered by various current sources; a comparison of the energy and dynamic characteristics of mechatronic modules of promising mobile objects for various power options is made. As a result, a new type of integrated power-supply source based on capacitive energy storage with floating charge from a primary chemical source of current has been developed. The proposed approaches, dependencies and algorithms can be used in the design of highly efficient mechatronic control algorithms for autonomous mobile objects of a new generation.
Improving machine vision in robotic systems for large-scale sensing in forestry is more relevant than ever. Currently, most UAVs are equipped with various navigation systems (SN), including optical ones. Automatic return-to-point systems are also widely used. These systems are used to facilitate piloting by aircraft, or activated in case of emergency situations. There are also optical tracking systems for the object, which are used mainly in video shooting. Optical navigation systems can be used to more accurately position spaces, and can also be used as a backup navigation system when the main navigation system fails.
