The paper analyses the current situation in sphere of STEM graduates’ employment in Kazakhstan who obtained higher and postgraduate education with the STEM profile (science, technology, engineering and mathematics) in 2021. The aim of this study is to model the trajectories of STEM graduates directly after their graduation and assess the proportions of labor flows in the context of the national labor market of Kazakhstan. For the research, official statistics from the Bureau of National Statistics on the labor market and universities performance are used. The results of the analysis show that the majority of STEM graduates in Kazakhstan directly after graduation is employed with no connection to the STEM profile of activity. At the same time, for the vast majority of those who get a job related to the STEM profile after graduation, the job is not directly related to the profile of the received education. It has been found that annual enrollment in the STEM segment of the labor market can potentially affect only less than half of the graduates of STEM programs at both undergraduate, graduate, and PhD levels. Statistical data in conjunction with the results of previous qualitative studies made it possible to assess the prerequisites of graduates who focus on the effective use of acquired skills in the labor market. There are disparities associated with the number of STEM graduates, their desire to start a career in STEM fields and the employers’ practice of hiring. Further trajectories of empirical research in STEM training and further employment are suggested, taking into account the limitations of the data sets.
Аннотация. В работе анализируются стратегии ценообразования российских государственных вузов по программам бакалавриата и специалитета. Анализ осуществляется на основе изучения коэффициентов соотношения устанавливаемой стоимости обучения и нормативов финансирования бюджетных студентов. С использованием данных Мониторинга качества приема в вузы 2016-2019 гг., реализуемого НИУ ВШЭ, и данных Минобрнауки показано, что российские вузы используют три вида стратегий ценообразования, каждая из которых нацелена на привлечение определенного контингента платных студентов. Первая стратегия характерна для лидеров российского рынка высшего образования: стоимость обучения устанавливается заметно выше бюджетных нормативов финансирования, при этом рыночная ниша вуза позволяет стабильно набирать платных студентов высокого уровня подготовки. Вторая стратегия используется вузами, которые в состоянии на конкурентной основе набирать необходимое количество платных студентов с хорошим уровнем подготовки и имеют конкурентные преимущества на локальном и межрегиональном уровнях: стоимость обучения устанавливается примерно на уровне нормативов финансирования бюджетных студентов. Третья стратегия применяется неселективными вузами, качество предоставляемого образования в которых позволяет осуществить платный набор только по ценам заметно ниже уровня нормативов финансирования бюджетных студентов. По результатам анализа продемонстрировано, что конкурентные в рыночном сегменте вузы с более высоким уровнем финансового обеспечения устанавливают цены на обучение, которые в большей мере превышают значения нормативов. В то же время вузы со слабым финансовым обеспечением, испытывающие затруднения на рынке платного высшего образования, склонны к ценовому демпингу в нарушение нормативных требований. The paper considers the higher education financing models used in different countries. The funding mechanisms, as well as the role of the state in financial resources allocation, are discussed. An analysis of a wide range of research papers shows that there are two key financing models in accordance with a typology of budgetary financing approaches: institutional and demand-based. In the institutional model of higher education funding, the object of financial flows is represented by universities, while in the demand-based model it is students. The models may include different sets of mechanisms to fund. Each mechanism, in addition to the conditions for obtaining budget funds, contains an institutional framework which determines the procedure for spending funds for the needs of the university. The results of the analysis demonstrate that the format of the higher education budgetary financing system is a derived element from the institutional landscape of the state and the form of public finance management. At the same time, the role of the state is largely determined by policy aspects related to the structure of funding and the level of universities autonomy.
