Российский научно-исследовательский институт проблем мелиорации, Новочеркасск, Российская Федерация О ПРОБЛЕМЕ ДИФФУЗНОГО ЗАГРЯЗНЕНИЯ ВОДНЫХ ОБЪЕКТОВ Цель: обоснование актуальности проблемы диффузного загрязнения водных объектов, формирующегося на водосборной площади с сельскохозяйственных полей, и выявление роли диффузных источников в формировании общего биогенного загрязнения водных объектов. Выводы. Определено понятие «источники диффузного загрязнения вод»-это источники, вносящие в поверхностные или подземные воды загрязняющие вещества, микроорганизмы или тепло части водосбора, измененное под влиянием хозяйственной деятельности, неорганизованным путем. Приведена классификация источников диффузного загрязнения-потенциально управляемые и неуправляемые. Рассмотрена общая схема диффузного загрязнения водных объектов с сельскохозяйственных угодий, показывающая пути поступления поллютантов в водный объект. По данным отечественных авторов рассмотрен вклад диффузного загрязнения в формирование общего биогенного загрязнения для водосборов малых рек, который оказался весьма значительным, что подчеркивает актуальность проблемы диффузного загрязнения водных объектов и острую необходимость ее решения на законодательном уровне. Приведен пример борьбы с диффузным загрязнением водных объектов на законодательном уровне из зарубежного опыта; показано, что в общем плане водная политика США направлена на контроль того, превышают ли на рассматриваемой территории суммы сбросов из рассеянных и точечных источников установленные нормативы. Проанализирована Единая система государственного экологического мониторинга (государственного мониторинга окружающей среды), созданная с целью обеспечения охраны окружающей среды в России. Проведен обзор состояния системы нормативных документов, которые могут иметь отношение к управлению диффузным стоком, в результате которого выявлено, что к настоящему времени в России источники диффузного загрязнения находятся вне системы мониторинга, контроля и водоохраны. Методы. Методологическая основа исследований, посвященных данной теме, заключается в аналитическом обзоре научных трудов российских авторов, посвященных проблеме воздействия факторов на загрязнение водных объектов. Изучение данного вопроса проводилось с применением систематического и теоретического анализа научной литературы, методов графического представления информации, сопоставления и систематизации. Результаты. В статье определены основные естественные природно-климатические факторы влияния на загрязнение вод, их прямое и косвенное взаимодействие между собой в аспекте диффузионного загрязнения с сельскохозяйственных территорий. Выводы. Образование диффузионного загрязнения водных объектов во многом зависит от особенностей водосборов, функционирующих как гидрологическая система, представляющая собой тесную взаимосвязь между гидрологическими процессами, обеспечивающими пути переноса загрязняющих веществ (ЗВ), и средами (вода и почва), являющимися резервуарами, в которых происходят химические и биологические процессы. Можно выделить следующие природноклиматические факторы, оказывающие влияние на формирование диффузионного стока: характеристики атмосферных осадков, температурный режим на территории водосбора, ветровой режим, показатели снегозапасов, характеристики почвогрунтов. Учет природно-климатических условий в аспекте диффузионного загрязнения ВО позволяет разработать комплексный подход и систему мониторинга диффузионного загрязнения ВО в зонах интенсивной сельскохозяйственной деятельности.Ключевые слова: фактор; диффузное загрязнение; водосбор; влияние; загрязняющие вещества.
Purpose: analysis of the water bodies state monitoring system operating on the territory of Russia, identification of problems of accounting for diffuse pollution of water bodies in the framework of state monitoring of water bodies and development of proposals for its improvement. Materials and methods. Data from the Ministry of Natural Resources of Russia, Russian meteorological service, Federal Service of State Statistics, research by Russian scientists on this theme, and Internet materials were used as materials for research. Methods of systemic complex study, comparison, generalization and analysis of data were used. Results. The unified system of state environmental monitoring (state monitoring of environment), founded to ensure environmental protection in Russia, and the system of state monitoring of water bodies included in it, and its organizational aspects are analyzed. Problems that do not allow to assess the diffuse pollution of water bodies reliably, especially dangerous and significant in size in the zones of agricultural production, located mainly in the catchments of small rivers when conducting state monitoring of water bodies have been identified. Conclusions. The composition and structure of water bodies state monitoring data, which is currently operating, are mainly focused on monitoring water quality in the zone of industrial-urbanized territories, which are characterized by point (concentrated) types of pollution sources, and their intensity is relatively stable in time and space. The solution to the problem of identifying diffuse sources of water bodies pollution, assessing the degree of their impact on the quality of water resources and exercising control over them is represented in organization and conduct of special (additional) work during all typical hydrological seasons - flooding and high water, especially their upward branches, within the framework of water bodies state monitoring.
Purpose: to study domestic experience in the household wastewater use for fertilizer irrigation, as well as to analyze legal acts and regulations in the field of irrigation of agricultural crops with treated household wastewater. Discussion. In the course of studying domestic experience, it was found that since 2012, widespread studies of the effectiveness of the household wastewater use and their impact on crops during irrigation have ceased. Research today is sporadic. The provisions of the Water Code and other normative documents regulating the prevention of water body pollution are analyzed. Conclusions. The colossal practical experience of irrigation with household wastewater, confirming the beneficial effect on soil fertility, falls on the 70–90s last century. But despite this, the technological possibilities of the widespread introduction of irrigation with wastewater in Russia are not expanding and are practically not used. Appropriate preparation of household wastewater for the purposes of fertigation and compliance with the current sanitary legislation will solve several problems at once: wastewater disposal, rational use of water resources, saving mineral fertilizers, water sources protection from pollution, increasing soil fertility and agricultural yields. In order to update the outdated regulatory framework, the authors propose the development of the GOST R standard “Reclamation systems and structures. Irrigation systems using wastewater. Technological design standards”, which establishes the main provisions for standardizing the quality of household wastewater for irrigation purposes.
Purpose: determination and analysis of the relevance of the geographic information systems (GIS) use in assessing the degradation degree of agricultural land as a result of erosion processes. Discussion: the article is devoted to the problem of studying modern methods for assessing the state of agricultural lands subject to negative processes. Water and wind erosion (deflation) are the most widespread and harmful types of soil degradation. So, water erosion (19.32 % of the territory of the surveyed lands) is the most widespread on the agricultural lands of the Russian Federation. The main tool for identifying soil degradation processes is the monitoring system, and the most effective and promising method for assessing the degree of land degradation is the Earth remote sensing (ERS) method. All of the above, together with reclamation techniques (land reclamation, field-protective afforestation, etc.) is a means of preserving and improving the quality of agricultural land resources, including those prone to erosion and deflation. The main advantages and examples of detecting soil degradation using remote sensing data are presented. The analysis of information on the spread of negative processes on the lands of the Russian Federation is carried out. Based on the analysis of the current state of land erosion, it becomes urgently necessary to carry out a set of measures to stabilize and restore the fertility of agricultural land. Conclusions: objective and reliable data on the state of soil erosion can be obtained only by combining ground (agrochemical surveys) and remote sensing methods of the Earth. Since the assessment of the degree and territorial distribution of soil degradation types can be carried out with high reliability using aerospace photography materials and ground-based research data, it is necessary to use remote sensing methods of the Earth and geographic information systems more widely, in addition to field surveys.
