Abstract:The present work evaluates the state of the environment in Mexico based on indicators of the present status of the country's natural resource management, social and economical conditions and anthropogenic modifications. The Mexican environment is interpreted as a spatially open system having a historical character that is essentially determined by the continual interaction between nature, society and economy. The landscape approach is followed, considering as units of territorial analysis each one of the 145 biophysical environmental units included in the national physiographic regionalization. The assessment of 16 indicators for each biophysical environmental unit was made considering their regional environmental integrity problems, the degree of disarticulation of their structure and function, and the alteration of their territorial structure, all of which determine whether or not they accomplish their environmental functions and achieve environmental stability. The classification of the state of the environment included 5 categories in 8 combinations represented in the map of the state of the environment in Mexico for the year 2008. The map shows that nearly 47.10% of the country's surface has an environmental status ranging between unstable and critical, the problematic areas being mostly concentrated in the southeast and center of the national territory.
En la actualidad los estudios geomorfométricos del relieve y su representación cartográfica digital constituyen una plataforma geomorfológica esencial para la delimitación de unidades sintéticas naturales, indispensables para la organización territorial y para las investigaciones aplicadas a la optimización del uso agrícola de suelo, la microlocalización de asentamientos humanos, la designación de programas forestales e, inclusive, para los planes estratégicos militares, entre muchas utilidades socioproductivas. En este sentido, el presente trabajo persigue precisar los métodos y las interpretaciones geomorfológicas sobre la morfografía y la energía del relieve mexicano, considerando para ello dos cálculos por unidad de área: densidad de curvas de nivel (km/km2) como base morfográfica, y diferencia máxima de alturas (m/km2) como base morfométrica, con apoyo en los software SIG ArcView, ArcGis y ArcInfo. Las etapas del levantamiento cartográfico de las unidades geomorfométricas del relieve mexicano fueron: 1) construcción del mapa morfográfico: a) cálculo de la densidad de curvas de nivel, b) análisis y reclasificación de datos, c) generalización espacial por área mínima cartografiable y d) suavizado de límites geográficos; 2) elaboración de la energía del relieve: a) construcción del MDE, b) cálculo de la energía del relieve y c) reclasificación de datos, y 3) obtención del mapa de las unidades geomorfométricas del relieve: a) superposición de los mapas morfográfico y de energía del relieve, b) estadística espacial y c) asignación por contorno morfográfico de las dos clases de energía del relieve predominantes. Finalmente, la metodología arrojó resultados bastante precisos y coherentes entre las realidades matemático-estadística y geomorfológica del relieve.
Mediante la caracterización geomorfológica del litoral se identifican áreas vulnerables a las variaciones del nivel del mar. A partir de esta zonificación se estimaron las áreas de impacto por inundación sobre el nivel del mar a 1 y 2 m. Se obtuvo como resultado el mapeo de distribución del fenómeno de impacto, con la utilización de modelos digitales del terreno.
El análisis de las políticas públicas del sector forestal con miras al ordenamiento general del territorio mexicano, conjuntamente con entrevistas a funcionarios y especialistas de dicho sector y la participación técnica de expertos regionales, permitieron identificar los atributos ambientales más relevantes para la aptitud sectorial forestal, tales como la existencia de regiones forestales y de áreas actualmente degradadas, la degradación de los suelos y las áreas más marginadas, dado el significado de la tenencia de tierras forestales por las comunidades indígenas. Para ello, se aplicó una evaluación multicriterio y la ponderación de los valores de cada variable, con base en un proceso de análisis jerárquico, que arrojó diez categorías de aptitud sectorial forestal por unidad ambiental biofísica. La representación cartográfica reflejó las categorías favorables de aptitud forestal, en mayor o mediano grado, según su superficie, en cada una de las 145 unidades utilizadas en esta investigación. El panorama nacional refleja la necesidad de una política ambiental integrada, que se corresponda con las realidades de la aptitud sectorial forestal y de la ocupación territorial por otros sectores, en ocasiones con actividades antagónicas, para dictar políticas públicas sectoriales que impulsen esfuerzos en la protección y en el fomento del patrimonio forestal nacional.
