Аннотация. В XX в. выработаны общепризнанные, имеющие императивный характер международно-правовые принципы, призванные защитить государства и народы от внешних угроз. Действие этих принципов связано с задачей обеспечения прав человека, что гарантируется рядом международных конвенций. Провозглашенные в международно-правовых документах права человека исходят из универсального понимания гуманизма. Европейское понимание прав человека могло бы претендовать на лидерство, но события последних десятилетий свидетельствуют о том, что западноевропейский подход не стал образцом для остального мира. Народы неизбежно вкладывают в это понятие содержание, отражающее особенности национальных традиций, а также более общие цивилизационные особенности. Практика указывает, что тезис несоблюдения прав человека зачастую используется как повод для вмешательства в дела суверенных государств, способом же вмешательства становятся «цветные революции». Декларативная поддержка демократии становится нарушением базовых принципов международного права: невмешательства во внутренние дела суверенного государства, принципа суверенного равенства государств и т.д. Автономный статус России объективно порождает проблемы выстраивания ее отношений с другими государствами. Необходимо укрепление национальной правовой системы как гаранта национального суверенитета, обеспечение ее взаимодействия с международным правом и с иностранными правовыми системами. Представляется целесообразным выделить те сферы национального регулирования, которые способны усилить иммунитет государства к экспорту «цветной революции».
