Abstract

It was determined that public governance bodies operate within the framework of the public sphere -state institutes, institutions and bodies of the central and regional (regional and district state administrations), as well as local selfgovernment bodies and their executive structures. In our opinion, the key generalizing concept of such activity is the mechanisms of public (state) management and, in general, management mechanisms as an organizational infrastructure that includes such an independent form as project management, and at the same time is a driver of social and economic policy in general and state policy and state administration as an institutional form of implementation of the main functions of the state aimed at improving the quality of life and human potential of the country.From this approach, a logical chain of interconnection and interdependence of citizen's rights and interests -tasks and forms of activity of local authorities -policy of state bodies of public governance -functions of the state and a similar logical definitive chain of interconnection of the main concepts of the categoricalconceptual apparatus of the science of public administration were synthesized.It was concluded that the role of the project approach in Ukraine will only grow in the near future, since during the war and in the post-war period, the most important criteria for the activity of both business entities and subjects of public governance at all its levels -from national to united territorial communities will become the speed of action in the conditions of a total shortage of finances, material and labor resources -exactly those obstacles, the successful overcoming of which is a characteristic feature of the project approach and which represent an important strategic factor in the accelerated effective post-war reconstruction of Ukraine.
