Abstract

The article, based on the analysis of the Map of Social Entrepreneurship in Europe -a vital document of the European Commission on regulatory legal support for the activities of social enterprises -considered the legal framework of social entrepreneurship in European countries and noted some features of legislative support related to the definition of social entities entrepreneurial activity, specific directions or aspects of state policy, or ways of implementing new social values. It was determined that the institution of social entrepreneurship was legitimised and normatively established in those countries where citizens' sense of public benefit has long been shaped by religion and developed civil society. The same countries that still have a solid paternalistic role of the state assimilate and normalise social entrepreneurship more slowly but approach the adoption of relevant laws more carefully, with an understanding of the benefits and risks of social entrepreneurship.
