Abstract

The development of public administration largely depends on the size and possibility of further realization of the investment potential of enterprises. The purpose of this article is to consider the peculiarities of the formation of the investment potential of enterprises in the context of ensuring the effective development of public administration. The main features of this type of aggregate economic potential of business entities are determined. The sequence of the process of managing the investment potential of enterprises has been established. This sequence includes the following main stages of action: 1) selection of the main factors of the formation of the investment potential of the enterprise and construction of a hierarchy of these factors; 2) determination of the range of entities managing the company's investment potential; 3) establishment of criteria for optimization of investment potential and possible restrictions on such optimization; 4) assessment of the existing and forecast investment potential of the enterprise under investigation; 5) development of a complex of technical, technological, organizational, economic and other measures aimed at optimizing the size of the available investment potential of the studied business entity; 6) the implementation of these measures and the formation of a preliminary program of measures to implement the forecasted investment potential of the enterprise under study in the future. The grouping of the factors of formation of the investment potential of companies is proposed according to such characteristics as: the location of the factors; economic content of factors; the peculiarity of the impact on the formation and realization of the enterprise's investment potential; entities that can exert managerial influence on relevant factors; the nature of the impact; degree of dynamism; activation time; method of measurement. The hierarchical nature of the system of factors forming the investment potential of enterprises has been clarified. It is shown that the process of managing the investment potential of enterprises should be based on the determination of the main basic factors of its formation and on the establishment of optimal directions of managerial influence on these factors. The role played by public administration bodies in forming the investment potential of enterprises is described.
