Purpose: The main purpose of this study is to identify and analyze the impact of economic space diversity on economic development processes. Design/Methodology/Approach: The paper uses the method of literature studies. The data underwent quantitative analysis with the use of descriptive and parametric (r-Pearson correlation index) statistics. The study analysed the structure, dynamics and intensity indices, as well as the r-Pearson correlation index. Findings: The paper identifies the features of space (i.e. limitation, resistance and diversification). Space can influence development processes by influencing sales revenues and production costs of enterprises. Space is created by places of varied value for people, therefore the economy develops unevenly in space. Practical Implications: The results of the research can be used by decision-makers to shape public aid instruments. The results of the conducted research indicate that in the next programming period there will be a further reduction in the maximum intensity of regional investment aid for Polish regions, which creates the need to seek new development impulses. Originality/Value: The paper shows the simultaneous existence of two processes, i.e. narrowing of the development gap between Polish and EU regions and deepening of regional development disparities in Poland. There is no consensus in the literature on the existence and nature of a link between public aid and economic development processes. This study shows that other factors had a stronger impact on the pace of regional development in Poland than the maximum regional aid intensity.

Streszczenie: W opracowaniu określono poziom rozwoju społeczno-gospodarczego powiatów województwa wielkopolskiego na podstawie 53 wskaźników ujętych w ramach 5 czynników rozwoju regionalnego: kapitału ludzkiego, kapitału społecznego, kapitału materialnego, kapitału finansowego oraz innowacyjności. Celem artykułu jest przedstawienie zróżnicowania przestrzennego poziomu rozwoju społeczno-gospodarczego województwa wielkopolskiego w układzie powiatów. Poziom rozwoju społeczno-gospodarczego oraz poziom rozwoju jego czynników zostanie określony na podstawie miernika syntetycznego ukazującego odległość taksonomiczną danego powiatu od przyjętego wzorca rozwoju. W artykule postanowiono zweryfikować hipotezę, według której rozwój społeczno-gospodarczy w powiatach województwa wielkopolskiego jest mocno zróżnicowany, a najwyższy jego poziom odnotowuje się w dużych miastach regionu -Poznaniu, Lesznie, Kaliszu i Koninie.

A poviat is an independent entity with autonomy in the use of resources in the process of carrying out public tasks. Its local economic, financial and social resources, as well as information resources, determine the level of development. The basis for the proper and effective operation of poviats is the provision of appropriate financial resources. They consist of both the so-called own income as well as transfers from the state budget in the form of, inter alia, general subsidies and targeted subsidies. The main aim of the article is to assess the spatial differentiation of the level of financial independence of poviats in Poland in 2007-2019 using a synthetic measure. The empirical data on poviats in Poland was collected through information available from the Local Data Bank of the Central Statistical Office. The financial independence of poviats is radically diversified. There are significant differences regarding its level between the east and west of Poland. The western part of the country is characterized by better independence and financial situation. The study showed that the level of financial independence was shaped primarily by own income, income from PIT (personal income tax) and CIT (corporate tax), transfers from the state budget, and investment expenditure. The development of poviats depends on financial independence. The possessed financial resources are the basis for the operation and the condition for the implementation of its current and investment tasks. The potential of the poviat is built, among others, by professional activity of inhabitants, local labor market, entrepreneurship, infrastructure, condition of the natural environment, financial situation, increase in the quality and scope of public services and investments.
