The COVID-19 pandemic has created economic crises and considerable loss of employment throughout the world. In the Australian context, social distancing restrictions and business closures contributed to a dramatic increase in unemployment, with 780,000 people losing work within weeks of the first COVID-19 outbreaks. Job losses were concentrated in casualised industries such as retail, recreation, arts and culture, hospitality, and accommodation. We examine policy discourses framing independent work, entrepreneurial workers and flexible work relations as essential for ‘economic recovery’, where this means business flexibility, productivity and future economic prosperity. We draw on these framings to show how the equation of flexible work relations and productivity underpins the Australian Government’s response to unemployment caused by the pandemic, as reflected in policy announcements and proposed changes to industrial relations law. In these proposals, constructions of ‘job creation’ and ‘economic recovery’ rationalise industrial relations changes that further empower business, through conflating public and business interest. At the same time, ensuing labour market deregulation and the changing profile of business renders the very idea of ‘jobs’ tendentious. JEL Codes: J08, J28, J31, J38

Young white women are presented as winners in neoliberal governmental discourses, but despite the assumption that they are in a privileged position, not all young women reach the top. This paradox, elaborated here from different angles in research inspired by post-feminism and neoliberalism, calls for a focus on class-based differences among young women and their mindsets. Drawing on semistructured interviews with Finnish women aged 18-28, this article contributes empirically to theoretical debates on the psychic lives of young women who are making educational choices and entering the labour market. The article shows how, even in egalitarian Finland, class still adds to the gender harms done to young women, contributing to their feelings of mistrust and hopelessness. The article also suggests that a privileged background makes it possible to consider atypical choices, such as individual, well-managed time out that prepares young women to make achievements in the future.

The promotion of young enterprise is central to European Union youth policy, particularly since the financial crisis of 2007/2008. Expectations that young people need to be enterprising and eschew dependency on formal structures of salaried employment are a key narrative in European and national youth policies. These policy initiatives correspond with recent theoretical development of the entrepreneurial self as a managerial version of the governable individual. Endorsements of entrepreneurship implicitly promote a normative expectation that young people’s future orientations need to be innovative, flexible and creative. There is, therefore, an implicit temporality to youth entrepreneurship. This paper’s contribution to scholarship on how young lives are promoted and produced as entrepreneurial selves is to document how young people’s engagement with entrepreneurship fosters orientations to present and future. Conventionally entrepreneurs are assumed to be goal-orientated. In our qualitative study of young entrepreneurs in two European countries (n = 28), we find that this assumption of goal-orientation needs qualification. Young entrepreneurs in our study engage with the idea that being an entrepreneur is about being creative rather than seeking to maximise financial profit. Their focus on creativity, innovation and problem-solving is realised through a non-teleological commitment to what they are doing in the here and now, rather than calibrating their activities in relation to predetermined goals and worrying about the possibility of future failure.
