Workforce Planning Incorporating Skills: State of the Art

Abstract: This paper presents a review and classification of the literature regarding workforce planning problems incorporating skills. In many cases, technical research regarding workforce planning focuses very hard on the mathematical model and neglects the real life implications of the simplifications that were needed for the model to perform well. On the other hand, many managerial studies give an extensive description of the human implications of certain management decisions in particular cases, but fail to provide… Show more

“…Scholars have started to incorporate the factor of people's experience (i.e., doing tasks that best fit people's skills) in workforce planning, including staffing and scheduling decisions (De Bruecker et al 2015), but few studies in volunteer management have done so. “…The state-of-the-art on workforce planning problems assuming different skills of workers is given in De Bruecker et al (2015). A workforce assignment problem with a total cost minimization criterion, in which a higher qualified worker can substitute a lower qualified one, but not vice versa, was investigated by Özgüven and Sungur (2013) and Sungur and Yavuz (in press).…”

“…The skills involved can be either categorical or hierarchical. Categorical skills are binary in nature, and as such are either possessed or not possessed at all (Bruecker et al, 2014). When skills are hierarchical, they can be performed at different levels, as it has been assumed by some previous research (Pinker, 2009;Azizi & Liang, 2013).…”
