The tenets of the Torrens system are that the government office is the issuer and the custodian of all original land titles and all original documents registered against them. Further, the government employees in their management tasks examine documents and then guarantee them in terms of accuracy (Nkote, 2012). 2 The government established the Ministerial Zonal Offices in a bid to take services closer to the public.
