Why targeting matters: The apprenticeship program for youth in the Czech Republic

Abstract: In this paper, we analyze the targeting and outcomes of the apprenticeship program implemented under the Youth Guarantee/YG scheme in the Czech Republic. “…First, ALMPs tend to be more effective for the reform had, at best, neutral effects on employment and unemployment. Hora and Sirovátka (2020) analyse an apprenticeship programme implemented under the YG in the Czech Republic. They show that this had a positive impact on the outflow from unemployment for long-term unemployed and mediumskilled youths, but weak effects for the short-term and medium-term unemployed, as well as for lowskilled and high-skilled youth.…”

“…Case-based studies exploring the dynamics of programme design and implementation report a range of unequal distributive effects of ALMPs (Hora and Sirovátka, 2020; Im and Shin, 2022; Knize et al, 2021). Hora and Sirovátka (2020) report positive effects of a Czech hiring subsidy (which was supplemented by mentoring to those in need) on leaving the unemployment register. Madoń et al (2021) find that the hiring subsidy works better than most other ALMP in Poland, especially for women.…”
