Why differentiating between health system support and health system strengthening is needed

Abstract: There is increasing recognition that efforts to improve global health cannot be achieved without stronger health systems. Interpretation of health system strengthening (HSS) has varied widely however, with much of the focus to-date on alleviating input constraints, whereas less attention has been given to other performance drivers. It is important to distinguish activities that support the health system, from ones that strengthen the health system. Supporting the health system can include any activity that imp… Show more

“…The MoH of Karakalpakstan and MSF have experienced the need to look beyond addressing existing input gaps, 18 and they are attempting to find health financing mechanisms that support the scale-up of ambulatory anti-tuberculosis treatment. In principle, it seems possible to achieve both a reduction in the number of TB hospital beds and a strengthening of ambulatory TB care within the health financing mechanisms inherited from the Semashko model.…”

“…The current approach focuses on both investing in inputs as well as improving how the health system actually operates. If Liberia must make progress post-Ebola towards achieving Universal Health coverage, the health SDG and health security, building a resilient health system is key [22,23]. The selected investment priorities are quite significant as they reflect the foundations that must be put in place in terms of the capacities and resources needed for sustainable improvements in the health of the people.…”

“…The World Health Organization's (WHO) Alliance for Health Policy and Systems Research has promoted ST as a strategic approach for health systems strengthening with a view to accelerating progress to achieve global and national health goals (5). However, health systems strengthening is complex, partly because there is no common understanding of what it means, what it involves, and what the most suitable approaches to strengthen health systems are, especially in Low-and Middle-Income Countries (LMICs) (6,7). Moreover, despite increasing examples of why health policies have failed to achieve their targets due to the way policies were designed or implemented (8)(9)(10), actions to address these recurring phenomena and learning from the past are very slow, particularly in LMICs (1,11,12).…”
