Bridging State and Nonprofit: Differentiated Embeddedness of Chinese Political Elites in Charitable Foundations

How are political elites embedded in both civil and political domains? I studied 246 Chinese political elites who also served on nonprofit foundations’ boards from 2011 to 2015 and conceptualized a framework to understand the state-nonprofit relationship before 2015. The political elites can build horizontal connections with foundations, helping the party-state reach nonprofit actors. They can also build vertical connections with political groups, helping foundations access political resources. The dual-role elites’ connectedness with foundations and in the polity varies by their primary positions in the political system. Effective communication between the state and nonprofit actors requires elites to have strong connections in both the civil and political domains, but the situation in China is far from ideal—those embedded in foundations are disconnected from the polity, and those connected in the polity are marginalized in foundations.

How does political violence spread around election times within countries? Though election times are periods possibly most vulnerable to the contagion of violence, we know very little about how election violence spreads spatially. We argue that government-sponsored election violence in one area will increase the levels of election violence inflicted by anti-systemic actors in another area with similar political or socioeconomic characteristics. Government violence in one area increases the expectation that repression would soon start in another area that looks similar to the targeted area, prompting oppositions in these areas to take actions preemptively. We test our arguments using subnational data on India's election violence from 1991 to 2009, finding that government election violence in one state increases opposition-led election violence in another state with similar political and socioeconomic characteristics in India. Our results are robust when using a stationary causal directed acyclic graph approach and recover the bias-corrected spatial effects.

Spatial interdependencies commonly drive the spread of violence in civil conflict. To address such interdependence, scholars often use spatial lags to model the diffusion of violence, but this requires an explicit operationalization of the connectivity matrices that represent the spread of conflict. Unfortunately, in many cases, there are multiple competing processes that facilitate the spread of violence making it difficult to identify the true data-generating process. We show how a network-driven methodology can allow us to account for the spread of violence, even in the cases where we cannot directly measure the factors that drive diffusion. To do so, we estimate a latent connectivity matrix that captures a variety of possible diffusion patterns. We use this procedure to study intrastate conflict in eight conflict-prone countries and show how our framework enables substantially better predictive performance than canonical spatial-lag measures. We also investigate the circumstances under which canonical spatial lags suffice and those under which a latent network approach is beneficial.
