Eligibility for social security benefits in many advanced economies is dependent on unemployed and underemployed people carrying out an expanding range of job search, training and work preparation activities, as well as mandatory unpaid labour (workfare). Increasingly, these activities include interventions intended to modify attitudes, beliefs and personality, notably through the imposition of positive affect. Labour on the self in order to achieve characteristics said to increase employability is now widely promoted. This work and the discourse on it are central to the experience of many claimants and contribute to the view that unemployment is evidence of both personal failure and psychological deficit. The use of psychology in the delivery of workfare functions to erase the experience and effects of social and economic inequalities, to construct a psychological ideal that links unemployment to psychological deficit, and so to authorise the extension of state—and state-contracted—surveillance to psychological characteristics. This paper describes the coercive and punitive nature of many psycho-policy interventions and considers the implications of psycho-policy for the disadvantaged and excluded populations who are its primary targets. We draw on personal testimonies of people experiencing workfare, policy analysis and social media records of campaigns opposed to workfare in order to explore the extent of psycho-compulsion in workfare. This is an area that has received little attention in the academic literature but that raises issues of ethics and professional accountability and challenges the field of medical humanities to reflect more critically on its relationship to psychology.

Developing a better understanding of transformations and configurations in global affairs requires researchers in global political economy to take seriously the emergence of forms of technology and their integration into the institutional, social, economic and political fabrics of contemporary life. However, research in key global political economy journals has not been entirely forthcoming in acknowledging and recognising this, over time. Where we see publications that look at areas of technology and the global political economy, what has been consistently missing in global political economy research, however, is the discussion of the direct impact of technology on workers, working conditions, the employment relationship, and social protections, and, as an arguably direct result of digitalisation, new threats for the corporeal and for sustainability of materiality. This debates and commentary piece for the first issue of the Global Political Economy journal argues that the burgeoning literature in these areas can be carried forward by scholars in the field of global political economy.

This article shows how International Political Economy of Labour (IPEL) approaches can be fruitful in the study of working class and institutional transformation in contemporary capitalism. It draws from an analysis of variegated union strategies in the Mercedes-Benz-Vitoria Global Value Chain (MBV-GVC), located in the autonomous community of the Basque Country (north Spain). More concretely, it explains how the recurring adoption of micro-corporatist strategies at the car assembly plant undermined and fragmented working conditions whilst, in sharp contrast, the adoption of confrontational strategies in supplier companies led to the empowerment of the workforce, increasing salaries of new entrants well above new assembly workers’. This occurred parallel to Basque unions’ challenge of prevailing institutionalised forms of collective bargaining, especially by questioning the power that Provincial Metal Sector Agreements have in the regulation of salaries and working conditions of medium and small (non-unionised) companies. Thus, in exploring how Spanish and Basque trade unions’ strategies produced different institutional settings, this article argues that IPEL approaches are helpful in providing complex and nuanced accounts of the uneven development of capitalism as a result of labour’s agency.
