Power sector investment is crucial to accelerate a sustainable energy transition, but not all investments are successful. To shed light on investment trends, we examine 1393 Chinese overseas electric power projects spanned around 78 countries over the past two decades. We identify 5% have been cancelled or delayed, with coal and hydro projects having much higher failure rates than solar and wind projects. We find the suspension is associated with technology-specific, georeferenced environmental risks. Coal projects located in more densely populated areas where more people are exposed to air pollutants, in countries with more fatalities from extreme weather events, and in places with environmental protests, are more likely to be suspended. Additionally, hydro projects closer to protected areas have a higher suspension rate. Our results suggest that restraining from investing in environmentally risky projects helps mitigate environmental damages and prevent financial losses due to cancellation and postponement.

The Paris climate goals and the Glasgow Climate Pact require anthropogenic carbon dioxide (CO2) emissions to decline to net zero by mid-century. This will require overcoming carbon lock-in throughout the energy system. Previous studies have focused on ‘committed emissions’ from capital investments in energy-consuming infrastructure, or potential (committed and uncommitted) emissions from fossil fuel reserves. Here we make the first bottom-up assessment of committed CO2 emissions from fossil fuel-producing infrastructure, defined as existing and under-construction oil and gas fields and coal mines. We use a commercial model of the world’s 25 000 oil and gas fields and build a new dataset on coal mines in the nine largest coal-producing countries. Our central estimate of committed emissions is 936 Gt CO2, comprising 47% from coal, 35% from oil and 18% from gas. We find that staying within a 1.5 °C carbon budget (50% probability) implies leaving almost 40% of ‘developed reserves’ of fossil fuels unextracted. The finding that developed reserves substantially exceed the 1.5 °C carbon budget is robust to a Monte Carlo analysis of reserves data limitations, carbon budget uncertainties and oil prices. This study contributes to growing scholarship on the relevance of fossil fuel supply to climate mitigation. Going beyond recent warnings by the International Energy Agency, our results suggest that staying below 1.5 °C may require governments and companies not only to cease licensing and development of new fields and mines, but also to prematurely decommission a significant portion of those already developed.

Summary Hydrogen production via water splitting using nuclear electricity is one of the most promising, mature and near‐term deployable low carbon routes to establishing the hydrogen economy in nuclear‐equipped nations. Hydrogen has enormous potential to decarbonize multiple industrial sectors, including the hard‐to‐abate industries, which release significant quantities of greenhouse gases every year. Both nuclear and renewables can be used as energy sources for green hydrogen production, but presently, the focus is on renewables, possibly because of the high upfront capital investment for nuclear power projects and the skewed perception of risk and safety issues surrounding nuclear energy. In this work, the rationale for supporting the deployment and growth of the nuclear‐driven hydrogen supply sector is established from the perspective of the power plant owner and the potential off‐take industries that will require large quantities of low carbon hydrogen for decarbonizing some or all of their operations. The status of the technology alternatives, their techno‐commercial features, the enabling mechanisms for project deployment, and the potential barriers along the way are analysed, and key recommendations for near‐term policy action are provided.
