What is the impact of the policy framework on the future of district heating in Eastern European countries? The case of Brasov

Abstract: District heating in general is seen as an important technology to decarbonise the heating sector especially in urban areas and therefore important to reach the climate goals agreed on COP 21 meeting held in Paris. This case study is based on the city of Brasov facing severe challenges with their existing district heating system, like many other cities in Romania and Eastern Europe do. This work assesses the impact of different policies on the feasibility of district heating under these conditions and suggests … Show more

“…One reason for this is that there are common district heating systems from the communist era in many Eastern European cities. They are often characterized by very high temperatures, fossil fuels, and outdated technologies [38]. for this is that there are common district heating systems from the communist era in many Eastern European cities.…”

“…District heating plays a key role in achieving ambitious global climate change mitigation goals [17], [18], therefore it is necessary for the authorities to design instruments and introduce benchmarks that would monitor and stimulate DH providers to reduce their greenhouse gas emissions. Decarbonization of DH providers can be achieved by utilizing more efficient technologies or using less polluting energy sources, therefore moving closer towards fully implementing a renewable, sustainable, carbon-free DH system [19].…”

“…In this paper we present the steps and method of our integrated strategic heating and cooling planning process performed for the case of Brasov. The discussion and implementation of different scenarios and policies in line with the presented planning process and the assessment of different policies and their impact on different renewable heating options are presented in [14] and [15] respectively. In the here presented planning process "Integrated" means on the one hand, that the connection of the heating and cooling sector with at least the power sector is included and on the other hand integrated means that the demand and supply are not seen as independent dimensions but that heat savings and the future development of heating and cooling demand influence the economic efficiency of different supply options and that they are interlinked and also linked to other sectors.…”
