Introduction: European populations are becoming older and more diverse. Little is known about the health differences between the migrant and non-migrant elderly in Europe. The aim of this paper was to analyse changes in the health patterns of middle- and older-aged migrant and non-migrant populations in Europe from 2004 to 2017, with a specific focus on differences in age and gender. We analysed changes in the health patterns of older migrants and non-migrants in European countries from 2004 to 2017. Method: Based on data from the Survey of Health, Ageing and Retirement in Europe (6 waves; 2004–2017; n = 233,117) we analysed three health indicators (physical functioning, depressive symptoms, and self-rated health). Logistic regression models for complex samples were calculated. Interaction terms (wave * migrant * gender * age) were used to analyse gender and age differences and the change over time. Results: Middle- and older-aged migrants in Europe showed significantly higher rates of depressive symptoms, lower self-rated health, and a higher proportion of limitations on general activities compared to non-migrants. However, different time trends were observed. An increasing health gap was identified in the physical functioning of older males. Narrowing health gaps over time were observed in women. Discussion: An increasing health gap in physical functioning in men is evidence of cumulative disadvantage. In women, evidence points towards the hypothesis of aging-as-leveler. These different results highlight the need for specific interventions focused on healthy ageing in elderly migrant men.

Making a difference - The accommodation of refugees in Leipzig and Osnabrück

The East-German city Leipzig and the West-German city Osnabrück, the main locations of our research, are among the pioneers of a nationwide movement for the decentralisation of refugee accommodation. At the beginning of the 2010s, local authorities in the two cities decided against housing refugees in mass accommodation centres, instead choosing to support them in leading self-determined lives by facilitating their access to private housing. However, the two cities then responded very differently to the increasing number of people coming to Germany for protection over the course of 2015. Based on empirical observations, this paper discusses an exemplary solution to a major research problem of how to compare the diverse and changing practices and discourses of refugee accommodation in local migration regimes. To find answers to this question, we develop a five-dimensional comparative model, combining the relational rescaling approach of Nina Glick Schiller and Ayse Çağlar with Henri Lefebvre's spatial constructivist considerations. Zusammenfassung: Die ostdeutsche Großstadt Leipzig und das westdeutsche Osnabrück, Hauptstandorte unserer Forschungen, gelten als Vorreiter einer bundesweiten Dezentralisierungsbewegung. Gegen den Trend, Geflüchtete in Massenunterkünften unterzubringen, setzte man sich dort bereits Anfang der 2010er Jahre dafür ein, asylsuchenden Personen ein selbstbestimmtes Leben im privaten Wohnraum zu ermöglichen. Auf die im Laufe des Jahres 2015 in immer größerer Zahl nach Deutschland kommenden Schutzsuchenden fanden die beiden Städte dann jedoch sehr unterschiedliche Antworten. Anhand dieser empirischen Beobachtungen diskutiert unser Paper exemplarisch Auswege aus einem grundsätzlichen Forschungsproblem: Wie lassen sich die unterschiedlichen und im Wandel befindlichen Praktiken und Diskurse der Aufnahme und Unter-bringung Geflüchteter in und durch lokale Migrationsregime vergleichen? Zur Beantwortung dieser Frage kombinieren wir den relationalen rescaling-Ansatz der Autorinnen Nina Glick Schiller und Ayse Çağlar mit den raumkonstruktivistischen Überlegungen Henri Lefebvres. Aufbauend auf diesen Arbeiten entwickeln wir ein fünfdimensionales Modell, das uns einen systematischen Vergleich und Erklärungsansätze für Gemeinsamkeiten und Unterschiede zwischen den beiden Städten ermöglicht.

The article aims to foster a conceptual discussion about the potentials and pitfalls that emerge when the two concepts 'migration regime' and 'urban regime' are brought together. Recent developments in the field of migration studies have led to the regime concept becoming an increasingly popular strategy. Terms like 'local migration regime' or 'urban migration regime' have enjoyed growing popularity due to an expanded interest in the intersection of localities, regulation techniques and immigration. Within this debate, the 'urban regimes' concept has also gained increased attention.This paper argues that these are two essentially different types of regime analysis, both of which have potentials and problems. Making use of both of them in the field of migration studies requires conceptual clarity and preciseness, and will likely lead to very different findings. A synthesis of the two concepts is, therefore, not achievable, yet a careful and reflected use of them can provide new impulses both for empirical research and theory. Zusammenfassung: In der Migrationsforschung hat das Regimekonzept in den letzten Jahren erheblich an Popularität gewonnen. Dabei wird auch immer öfter von "local migration regimes" oder "urbanen Migrationsregimen" geredet und geschrieben. Gleichzeitig handelt es sich bei "Urbane Regimes" um ein Konzept, das eigentlich seit den 1980er Jahren aus der Forschung zu Stadtpolitiken bekannt ist und auf weitgehend andere Fragestellungen zielt, als dies in der Forschung zu Migration der Fall ist. Der vorliegende Artikel vergleicht deshalb "Urban Regimes" und "(Urban/ Local) Migration Regimes". Er argumentiert, dass beiden Konzepten grundlegend verschiedenen Fragestellungen und Herangehensweisen zugrunde liegen. Beide Konzepte haben zudem ihre jeweils eigenen Potenziale und Probleme. Ihre Verwendung führt zudem in der empirischen Forschung zu unterschiedlichen Ergebnissen. Eine Synthese der beiden Konzepte erscheint daher kaum möglich. In der Diskussion wird gleichwohl für einen produktiven Austausch geworben, denn eine präzise und reflektierte Verwendung der beiden Konzepte kann Anregungen für die weitere Forschung bereithalten.
