Abstract:Questions have been raised on what role the knowledge provided by sustainability science actually plays in the transition to sustainability and what role it may play in the future. In this paper we investigate different approaches to sustainability transformation of food systems by analyzing the rationale behind transformative acts-the ground that the direct agents of change act upon-and how the type of rationale is connected to the role of research and how the agents of change are involved. To do this we employ Max Weber's distinction between instrumental rationality and value-rationality in social action. In particular, we compare two different approaches to the role of research in sustainability transformation: (1) Performance-based approaches that measure performance and set up sustainability indicator targets and benchmarks to motivate the agents in the food system to change; (2) Values-based approaches that aim at communicating and mediating sustainability values to enable coordinated and cooperative action to transform the food system. We identify their respective strengths and weaknesses based on a cross-case analysis of four cases, and propose that the two approaches, like Weber's two types of rationality, are complementary-because they are based on complementary observer stances-and that an optimal in-between approach therefore cannot be found. Explanations of different patterns of preferences for redistribution either highlight the role of the institutional framework in a country or highlight the importance of self‐interest and rational expectations. The study introduces a unified approach to explain differences in preferences for redistributive measures for the case of intergenerational monetary transfers for families and children. Both explanatory approaches are integrated into the action‐based Model of Frame Selection that incorporates normative motives and economic self‐interest into the process of decision making. Using a large sample that deals with questions on the approval of public policies for families and accounts for the normative importance of children and family life in Germany, evidence is provided that both approaches are valid in explaining preferences for government transfers.

ZusammenfassungBei der Frage nach den Determinanten der Zustimmung zu sozialstaatlichen Maßnahmen seitens der Bevölkerung wird in der Literatur entweder auf die Werterwartungstheorie oder auf die Bedeutung ergebnisunabhängiger Wertorientierungen und Einstellungen zurückgegriffen. In dieser Arbeit werden beide Ansätze am Beispiel inter- generationaler Transferleistungen für Familien mit Kindern (Erhöhung des Kindergeldes) diskutiert und mithilfe der Entscheidungsheuristik des Modells der Frame Selektion berücksichtigt. Nach Auswertung von Befragungsdaten zur Salienz von familiären Einstellungen und instrumentellen Anreizen kann geschlussfolgert werden, dass beide Ansätze jeweils für unterschiedliche Teile der Bevölkerung eine Erklärung liefern können. Eine vollständige Erklärung variierender Zustimmung mithilfe eines einzigen Erklärungsansatzes kann indes als nicht ausreichend angesehen werden. Die fallspezifische Auswertung von Interaktionseffekten zwischen der generellen Einstellung zur Familie sowie der individuellen Abwägung von Kosten und Nutzen liefert neue Einsichten in die Entscheidungsprozesse. Insbesondere können Unterschiede in den Erwartungen an den Sozialstaat zwischen Befragten aus Ost- und Westdeutschland herausgearbeitet werden.
