This study evaluates the management of two special funds in North Aceh, Indonesia, to promote sustainable development goals (SDGs) after a protracted conflict that brought the region to the brink of poverty and suffering. The special autonomy fund and the revenue-sharing funds for oil and gas are forms of fiscal decentralization provided by the central government to help Aceh recover from the conflict’s effects and natural disasters. Despite receiving these funds for over 13 years, Aceh remains among the poorest regions in Indonesia. This study used policy analyzing process theory to evaluate the management of these funds at the district level, specifically in North Aceh. A qualitative descriptive method that combines semi-structured interviews, field observations, and government documents, were used in this research. We revealed that the policy of managing these special funds has yet to achieve SDGs, particularly in North Aceh. The underutilization of revenue-sharing funds, the limited allocation of districts’ special autonomy funds, and the emphasis on infrastructure development as a priority have hindered progress and well-being, resulting in persistent poverty, unemployment, and continued dependence on transfer funds.

This paper discusses web-based applications in the agricultural and food crops sectors in North Aceh district, Aceh Province, Indonesia. The agricultural and food crops sector is a mainstay sector of the people of North Aceh and local governments to move the economy and income of the local community. There are several superior agricultural products and food crops including rice, corn, sweet potatoes, green beans, long beans, cassava and potatoes. The North Aceh Government does not have sufficient applications to manage agricultural sector products. The research objective is to realize the independence of local food in order to support the national food security program. The mechanism used to design and make agricultural and food crop web applications starts from application design, application construction/coding, application testing and implementation system. After testing the web application by doing black box testing-white box and GUI testing to find out the side of the application display, application behavior and application durability. The results showed the application accuracy, stability and durability of the application reached 97.4%. The application web-based of agriculture and food crop management has been running as it should for mapping/GIS of superior agricultural commodities and GIS potential locations of agriculture and food crops in North Aceh. The development of information systems motivated scientists to use their knowledge to improve new tactics that can provide competitive advantages in a highly complex environment, primarily in the management of agricultural products marketing systems. Farmers often blame marketing issues for their struggles. Poor prices, a lack of transportation, and substantial post-harvest losses are all issues that they can recognize, but they are typically ill-equipped to solve. Modern technology, particularly Internet and mobile connectivity, makes it easier for people to do their work across a wide range of activities, including economics, commerce, marketing, and agriculture. Agricultural Information Management Systems (AIMS) are becoming more popular as a useful sector as agriculture expands and becomes one of the world's most lucrative enterprises. In recent years, people have become increasingly dependent on this technology. Systems have evolved from passively absorbing information to actively incorporating users as an important part of the system. The goal of this research to find out whether various agricultural implementations of various systems have a good effect on their operations by facilitating chores for farmers and dealers, and merchants easier. Study 26 investigated whether farmers' and retailers' use of web-based technology facilitated the display and sale of goods.
