Successful mitigation of flood risk requires an integrated, basin-wide approach. This is particularly important in transboundary river basins, where the actions of multiple stakeholders must be coordinated. The Ciliwung River, Indonesia, presents an example of a complex urban basin that crosses multiple administrative borders. The increasing frequency and severity of floods in the downstream capital city of Jakarta has highlighted the need for better river governance arrangements. However, it is unclear what form these arrangements should take. This paper aims to develop a conceptual framework that identifies the key concepts relevant to flood management and governance in transboundary river basins and how they relate to the situation in the Ciliwung. Key concepts were drawn from a review of the literature conducted using online databases and search engines. The framework firstly outlines the flood hazard itself in terms of drivers and impacts. It then goes on to establish the associated governance arrangements and identifies any interdependencies. The framework highlights multiple interrelated drivers of flood risk, both human and physical. There is also a range of governance issues related to capacities, coordination of institutions, and fragmentation of plans and policies. Due to flood risk and river management complexities, this conceptual framework provides much-needed clarity to develop improved management arrangements in the Ciliwung River Basin. It also sets a framework to facilitate future research on transboundary management in relation to flood risk in other urban and peri-urban river basins.

Administrative Transboundary Project: Public Participation Analysis in Indonesia’s New Capital City Planning Processes The Central Government of the Republic of Indonesia once again formulated a plan for moving the National Capital (IKN). The existing government centers in DKI Jakarta Province will be moved to North Penajam Paser Regency and Kutai Kartanegara Regency in East Kalimantan Province. As the progress of planning and preparation for the implementation of this discourse, public opinion is still dominated by negative sentiment, one of the escalated issues is public participation. As the core of democracy, public participation in decision making in the Republic of Indonesia is a necessity. This study intends to review the IKN planning process that has been carried out from the perspective of the participation ladder theory. Descriptive qualitative method used by analyzing electronic news (understanding chronological stories of the project) and media social data (public participation and perception). Comparing those data with previous researches were done to increase depth of analysis. The result showed that participatory regional planning process in IKN project is in the degree of tokenism or symbolism. This is hoped to provide evaluation in the implementation of the capital city relocation project, thus could contribute in creating more inclusive planning processes in further implementation stages.

Background: Indonesia is one of the areas classified as disaster prone area, because every year has increased between 1,500-2,000 times and most are hydro-meteorological disasters such as floods. Efforts to reduce threat to flood disasters are to do prevention, mitigation, and preparedness. Objective: To identify and analyze the relationship between community attitudes and flood mitigation in the Welang watershed in the Karangketug Urban Village, Pasuruan City. Methods: This study used an analytic observational design with a cross-sectional approach. The population was 143 householders and the samples were 105 householders living in the river flood disaster-prone areas Welang RW. 01 / RT. 02-03 Karangketug Urban Village, Pasuruan City. The sampling method is purposive sampling. The Spearman rank correlation test was used for data analysis with a significant level (α) = 0.05. Results: The Spearman Rank test correlation indicates that there is a significant correlation between attitude and the mitigation of floods (p = 0.000 and r = 0.546). Conclusion: Personal factor such as attitude significantly correlate with community mitigation in the face of flood disasters in the Welang watershed in the Karangketug Urban Village, Pasuruan City.
