In this paper, we document the counter-data action and data activism of a grassroots affordable housing advocacy group in Atlanta. Our observation and insight into these data activities and strategies are achieved through ethnographic and engaged research and participatory design. We find that counter-data action through community-collected data is rooted in a legacy of Atlanta's black activism and black scholarship; that this data activism enabled resource mobilization and critical conscious making; and that design and media production are essential post counter-data action activities in data activism. Based on these findings, we urge the field of open government data to broaden their concept of social impact of data to include the use data to mobilize resources within oppressed communities not to influence policy and government but to build capacities within community in order to transform, not join, political structures. We also advocate that scholars within the fields of open government data, critical data studies, and data activism recognize the legacy and historic practice of data activism by black communities working towards social change.

Resumo: Como um breve exercício dentro da sociologia crítica da sociologia, esse artigo demonstra as inegáveis contribuições de W.E.B. Du Bois para a história, discurso e desenvolvimento da sociologia americana, em particular, e para o campo mais amplo da sociologia, em geral. Essa abordagem dialética para com o discurso sociológico de Du Bois possibilitará interpretes de seus trabalhos a verem que quando comparados e contrastados com as obras monumentais de Karl Marx, Max Weber e Emile Durkheim, o que ficou e o que permanece verdadeiramente característico e distinto sobre a sociologia de Du Bois é precisamente sua despretensiosa preocupação, unicamente e inequivocamente, com as questões sociais, políticas e culturais americanas, como por exemplo: raça e o racismo anti-negro no contexto da escravidão, linchamentos, Black Codes, as leis do Jim Crow, segregação, e outras formas de opressão racial nos Estados Unidos; capitalismo racial e a colonização racial de classes sociais nos EUA; a colonização racial de gênero e sexualidade nos EUA; a colonização racial da religião nos EUA; a colonização racial da educação nos EUA; e finalmente, a criminalização racial da população negra, dentre outras populações racialmente colonizadas e muito pobres nos EUA.

Published in 1899, The Philadelphia Negro provides an important template to examine both the use and promise of heterogeneity as one of the earliest pillars in the establishment of American sociology. In this paper, I locate the notion of heterogeneity within W.E.B. Du Bois's classic The Philadelphia Negro to demonstrate both the historical roots of the concept and also Du Bois's use of the concept as key to his production of new sociological knowledge. As will be shown, Du Bois explicitly and implicitly disrupts existing notions of heterogeneity and of a monolithic Black population by emphasizing the intraracial variation thereof; thus Du Bois's The Philadelphia Negro intervention amplifies the role of heterogeneity as a tool for uncovering variation that produces incisive sociological theorization and analysis.
