The sun beats down on the bustling streets of Hanoi's Old Quarter, a touristic neighbourhood lined with traditional shophouses. A roll-up door covered in a collection of tags serves as the backdrop for a discussion between a street vendor and customer over the price of fresh pineapple. From observations around Hanoi, it is clear that graffiti, in the shape of tags, throws, and pieces, has become an omnipresent feature. This would be unsurprising in many other cities around the world, but our interest was piqued by the fact that this is a socialist state where the central regime is known to closely monitor public space use, while relentlessly pushing a "civilised city" discourse (Coe, 2015). "Tags" -often executed quickly in mono-colour with spray paint or paint marker -are the most prevalent and fundamental form of graffiti in Hanoi (and worldwide), a stylised signature that engraves a writer's chosen name on the urban landscape (Brewer & Miller, 1990). Larger "throws" are slightly more time-consuming outlines of a writer's name in bubble-style letters, often using two contrasting colours for outline and fill, while "pieces" involve intricate designs including cartoon-like characters, three-dimensional effects, and colour transitions and can take several hours to complete (Macdonald, 2001). As a form of the informal economy, countries around the world have different policies towards street vendors. This paper constructs a law enforcement game model composed of the Chengguan, street vendors, and urban residents in China. Based on the evolutionary game theory, we achieved the evolutionary stable equilibrium points under complying with different constraint conditions by solving the replicator dynamic equations of parties in the dynamic system. Through the gradual stability analysis of the equilibrium point, the stable strategy of the evolutionary game can be calculated. It is found that the flexible law enforcement behavior of urban management departments plays an important leading role in urban street governance. Flexible law enforcement not only requires macro policy arrangements but also tests the executive wisdom of street bureaucrats.

Revitalisasi Kota Lama Semarang yang dilakukan dalam rangka menghidupkan kembali kawasan turut mempengaruhi PKL dalam berlokasi di Kawasan tersebut. Penataan PKL yang dilakukan pasca revitalisasi tidak membuat PKL berhenti berjualan dan justru membuat PKL menyesuaikan kegiatannya agar tetap dapat berjualan. Penelitian ini dilakukan untuk menganalisis karakteristik berlokasi PKL pasca revitalisasi Kota Lama Semarang. Metode penelitian yang digunakan yaitu pendekatan kuantitatif dengan teknik analisis meliputi analisis deskriptif, analisis kebijakan penataan PKL pasca revitalisasi, dan analisis spasial berupa overlay. Hasil penelitian menunjukkan bahwa karakteristik berlokasi PKL adalah pada trotoar, persimpangan jalan, taman, jalan utama dan jalan penghubung kawasan yang terdapat kepadatan pejalan kaki, pada lokasi yang memiliki berbagai aktivitas di sekitarnya, terdapat akumulasi pengunjung dan terdapat kelonggaran pengawasan petugas yang mengawasi PKL. Perubahan karakteristik PKL sebelum dan sesudah revitalisasi terlihat pada adanya penyesuaian (perubahan) dalam hal jenis dagangan, sifat layanan, sarana usaha, dan waktu operasional berjualan. Mayoritas merupakan PKL keliling menggunakan sarana usaha yang mudah dibawa, serta berjualan makanan minuman siap konsumsi dan barang non-makanan, dengan waktu operasional yaitu pada sore hingga malam hari.
