A joint collaboration between the Cuarto region of Argentina championed by the National University of Rio Cuarto and the Arctic Centre of the University of Lapland, Finland organised a conference on several topics that are related to food sovereignty, sustainability, circular economy and bioeconomy. The efficient utilisation of natural resources in both regions is an important theme in meeting the sustainable development goals agenda. Hence, this partnership between the partner institutions will lead to the cocreation of knowledge. The topics were multidisciplinary, and the discussion focussed on research and teaching opportunities for institutions in both countries. The experts from both countries will continue to engage on the possibility of promoting the research agenda in these important areas.

Towards a Resilient and Resource-Efficient Local Food System Based on Industrial Symbiosis in Härnösand: A Swedish Case Study

The endeavour to align the goals of the Swedish food strategy with the national environmental quality objectives and the 17 global SDGs, presents an extraordinary challenge that calls for systemic innovation. Industrial symbiosis can potentially provide the means for increasing sustainable food production, using locally sub-exploited resources that can reduce the need for land, agrochemicals, transport and energy. This case study of the municipality of Härnösand, aims to assess opportunities and challenges for using waste flows and by-products for local food production, facilitated by industrial symbiosis. A potential symbiotic network was developed during three workshops with the main stakeholders in Härnösand. The potential of the COVID-19 pandemic to instigate policy changes, behavioural changes and formation of new alliances that may catalyse the transition towards food systems based on industrial symbiosis is discussed. The material flow inventory revealed that many underexploited resource flows were present in quantities that rendered them commercially interesting. Resources that can be used for innovative food production include, e.g., lignocellulosic residues, rock dust, and food processing waste. The internalised drive among local companies interested in industrial symbiosis and the emerging symbiotic relations, provide a fertile ground for the establishment of a local network that can process the sub-exploited material flows. Although there are multiple challenges for an industrial symbiosis network to form in Härnösand, this study shows that there is a significant potential to create added value from the region’s many resources while at the same time making the food system more sustainable and resilient, by expanding industrial symbiosis practices.

Urban Public Food Procurement in Kiambu and Machakos Counties as a Driver of Food and Nutrition Security and Sustainability: A Literature Review and Case Studies

Urban public food procurement can address malnutrition and improve the beneficiary experience at public institutions whilst reshaping food systems to be healthier and more sustainable. We reviewed grey and peer-reviewed literature on urban public food procurement in Kiambu and Machakos counties in Kenya. From the literature, we selected programmes for case study research through stakeholder interviews and targeted literature searching. We searched 11 databases and reviewed 23 relevant articles. The case studies involved early childhood education centre and primary school feeding, hospital food provision, and COVID-19 responses. We found that actionable data and public–private partnerships are enabling factors. Similarly, multistakeholder involvement and governance increase coordination. However, budget constraints threaten programme stability. Procurement criteria focused on nutrition, food quality, and community development, but did not explicitly include environmental sustainability. We linked case studies to the United Nations Sustainable Development Goals 2, 3, 4, 5, 8, and 12. By developing, improving, and scaling public food procurement, urban governments in low- and middle-income countries (LMICs) can reach the most vulnerable whilst improving farmer livelihoods, creating business opportunities, and addressing environmental concerns. This paper contributes implementational insights in Kenyan urban contexts by highlighting opportunities for local and regional policymakers in LMICs and their partners to strengthen public food procurement.
