Utopian Visions for Buenos Aires Shantytowns: Collective Imaginaries of Housing Rights, Upgrading and Eviction (1956–2013)

Abstract: This article explores three utopian visions which have shaped past and present experiences within Buenos Aires shantytowns: those of upgraded shantytowns, of universal housing, and of a city where shantytowns have been eliminated. The article argues that these visions are collective conceptions that entail a socio-political critique which is translated into space and which points to an ideal future. The visions proposed emerge from the examination of historical evidence and are a key conceptual tool for unders… Show more

“…The diverse Latin American cities that have emerged out of these processes are sites of vibrancy and hope, on the one hand, and poverty and segregation, on the other. The 'auto-construction' of low-income neighbourhoods has created space for the emergence of new political practices and relations, while the development of high-income gated communities has generated new forms of exclusion and inequality (Amin, 2014;Maclean, 2015;Perry, 2016;Geraghty and Massidda, 2019;Massidda, 2018Massidda, , 2021Gyger, 2019;Boulos, 2021). Today, over 80 per cent of Latin Americans are estimated to live in urban areas, making the region one of the most urbanised in the world.…”

“…Social movements and other more episodic forms of (more or less contentious) collective action are also central elements in how poor people seek to meet their basic needs. The scholarship on squatting as a collective housing strategy in Latin America is vast (Fischer et al 2014 ; Massidda 2018 ; Murphy 2014 ; Schneider 1995 ) – and it ranges from squatting organizational dynamics (Cravino and Vommaro 2018 ; Merklen 1991 ) to its relationship to democratic citizenship (Holston 2009 ). Classic (Collier 1976 ) and more recent work (Álvarez-Rivadulla 2017 ) carefully documents the variety of responses that political parties and government throughout the region have had toward illegal squatting (from repression, to encouragement, neglect, and forbearance – or a combination thereof) (Holland 2017 ; Schneider 1995 ).…”
