The urban mobility system is an important factor in social development and must, therefore, be tackled in a way that enables balanced, sustainable development. The purpose of the present work was to introduce a new holistic approach to urban mobility system (UMS) planning, which involves a strategic decision-making process with a broad involvement of various stakeholders. For this purpose, an innovative model was created by synthesizing the focus group (FG) method with the nominal group technique (NGT), SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, and the fuzzy analytical hierarchical process (FAHP) method. The fuzzy approach was chosen for its ability to incorporate imprecise and vague information and make a decision-making UMS process more realistic. Accordingly, the objective of the paper was to propose a newly developed model that will (considering the integration of various urban mobility subsystems) enable the detection, identification, and ranking of key priorities required for a more holistic approach to UMS planning. The results revealed that the developed integrated model enables acquired areas to be ranked according to priorities, which further allows the development of scenarios. Moreover, the model allows a better understanding of how to search for compromises when one is faced with multi-criteria decision-making and coordination of frequently contradictory goals. A new integrated urban mobility model, as proposed herein, was also successfully tested in a real-life application, which proves its potential for use in sustainable urban mobility planning in a holistic way.

This article proposes a quantified SWOT framework which integrates fuzzy linguistic preference relation to evaluate the competitive position of Abidjan container terminal in West Africa. The integration of fuzzy linguistic preference relation in the quantified SWOT framework circumvents the difficulties in terms of data collection and consistency of judgment matrices prevailing in the conventional AHP and Fuzzy AHP. Moreover, the study provides relevant evidences about the key internal and external attributes shipping lines considered as important and hence the attributes that ports/ terminals most need to enhance in order to improve their attractiveness and be well positioned in the market. On the other hand, the change in terminals competitive position between 2010 and 2013 highlights that the difficulties of West African ports in attracting customers in the sub-region are not only related to internal problems such as inadequate infrastructures, facilities or inefficiency, but significant political and economic constraint outside the ports constraints their competitiveness.

Due to the occurrence of abnormal global environmental change, the concept of sustainable development becomes more and more important. Port plays an important role in economic development for a country. To tackle the environmental pollution coming from the construction and operation of a port, the green concept emerged as a solution. Founded on the previous literatures, the current study formulates a Fuzzy AHP model including five dimensions and thirteen factors as the guidelines for green port operation. The results of empirical study point out the top five priority attributes of green port operation which are: hazardous waste handling, air pollution, water pollution, port greenery, and habitat quality maintenance. The FAHP model is a good referral for decision makers of port organizations to forge a “greener” port operation; it also can be used to evaluate the port’s green operation performance.
