Using PBL to Prepare Educators and Emergency Managers to Plan for Severe Weather

Abstract: Within the past 10 years severe weather has been responsible for an annual average of 278 fatalities in the United States (National Weather Service, 2013). During severe weather special populations are populations of high concentrations of people that cannot respond quickly. Schools show both of these characteristics. The average lead time for tornadoes is only 11 minutes (Simmons & Sutter, 2008), so decisions must be made decisively and leaders must be prepared in advance. This paper describes how an instruct… Show more

“…The production of artwork involves solving numerous problems; therefore, the artist must first solve these problems by thinking critically and even critiquing him-or herself before the observer sees the artwork. In this manner, producing artwork is a problem-solving process (Dudek & Cote, 1994) that includes ill-structured problems (e.g., Dorst education disciplines (Stalker, Cullen, &Kloesel, 2015), Mergendoller, Maxwell, andBellisimo (2006) claimed that few studies have examined the effectiveness of this approach. In addition, other studies have claimed that few studies have analyzed the effects of PBL (Chan, 2013), and there is no consensus regarding its effectiveness (Strobel & van Barneveld, 2009).…”

“…Learning which can improve problem solving skills includes: 1) Modeling Instruction (Hestenes, 1987;Wells, Hestenes, & Swackhamer, 1995;Halloun, 2007;Malone, 2007;Jackson, Dukerich, & Hestenes, 2008;Brewe, 2008;Wright, 2012) and 2Problem-Based Learning (Skinner, Braunack-Mayer, & Winning, 2015;Ageorges, Bacilia, Poutot, & Blandin, 2014;Temel, 2014;Klegeris, 2013;and Arends, 2012). The former refers to a learning which accommodates physical modeling; which, according to Etkina, Warren, & Gentile (2006), can be used to describe and explain physics phenomena, while the latter is a learning which makes use of authentic and meaningful problems discovered by students as a starting point to acquire new knowledge (Stalker, Cullen, & Kloesel, 2014;Batdi, 2014;Temel, 2014). Therefore, both Modeling Instruction and Problem-Based Learning are often adapted in physics learning to improve students' physics problem solving skills.…”

“…Previous studies investigating warning response have utilized focus groups to provide feedback. Studies use focus groups to provide feedback on surveys prior to their implementation (Jauernic and Van Den Broeke 2017;Stalker et al 2015;Baumgart et al 2008).…”
