Core Competencies for Maritime Business Educators in the Digital Era

In light of digitalization, the objectives of this study are to (1) identify the emerging, core competencies of maritime business educators (MBE) and (2) examine their effects on perceived teaching performance. A systematic review of the contemporary literature was first performed to build a competency framework. Subsequently, an online survey was administered to 196 faculty members of the top 10 leading maritime universities as identified from the Worldwide Maritime School Rankings produced by Hong Kong Polytechnic University. The collected data were analyzed using Exploratory Factor Analysis to extract the main competencies of MBE. The results uncovered five key competencies from 22 sub-competencies. Thereafter, Hierarchical Regression Modeling was used to examine the effects of the key competencies on perceived teaching performance. After controlling for teaching experience and job position, it was found that the five competency requirements, in descending order of their importance, have significant positive effects on teaching performance: Pedagogy, Maritime, Interpersonal, Business and Digital. Academically, this study consolidates the literature and identifies the emerging core competencies that are expected from MBE in the digital era. The study also implicates education policy formulation, offering directions for institutions to allocate their resources, develop suitable training and assessment programs, and facilitate benchmarking.

Purpose This study aims to analyse the efficiency of public higher education institutions (HEIs) through teaching and learning (T&L), research and technology (R&T) and social responsibility (SR) activities. It also aims to assess the external factors influencing the efficiency of T&L, R&T and SR, and influence of this efficiency on sustainable regional economic growth and innovation intensity. Design/methodology/approach The empirical approach is based on a two-step data envelopment analysis to compare the efficiency of 23 Portuguese public HEIs, using a Tobit regression, to assess the influence of the factors affecting HEI efficiency which in turn affects regional sustainability and innovation. Findings The results lead to the following conclusions: HEIs with better SR efficiency are situated in large urban centres; an insular location is positively associated with HEIs’ T&L and SR efficiency; HEIs’ T&L and SR efficiency positively influence regional gross domestic product (GDP); and HEIs’ R&T efficiency positively influences R&D in regional GDP. Practical implications This study offers implications in the domain of sustainable regional growth. The study recommends that the policies of HEIs should concentrate on developing activities that meet the needs of the region. It also emphasizes the need to invest in recruitment of qualified lecturers and researchers, and creation of relevant PhD positions. The study also emphasizes the need for government actions to consider the most disadvantaged regions and create infrastructure to attract new companies and people. Originality/value This study contributes to the existing literature on the efficiency of HEIs by considering the efficiency of not only T&L and R&T but also SR. It also analyses the influencers of both HEIs’ efficiency and regional development.

Data Envelopment Analysis (DEA) is one of the fastest growing approaches to solving management problems for the multi-criteria evaluation of the efficiency of homogeneous production systems. The general trend in recent years has been the development of network DEA (NDEA) models, which can consider the complicated structure of Decision Making Units (DMUs) and, therefore, can be more informative from the point of view of management science than traditional DEA models. The aim of this study is the systematization and clarification of general trends in the development of NDEA applications over the past 6 years (2017–2022). This study uses the methodology of a systematic literature review, which includes the analysis of the dynamics of the development of the topic, the selection of the main clusters of publications according to formal (citation, branches of knowledge, individual researchers) and informal (topics) criteria, and the analysis of their content. This review reveals that, most frequently, network structures are used for bank models, supply chain models, models of eco-efficiency of complex production systems, models of innovation processes, and models of universities or their departments and healthcare systems. Two-stage models, where the outputs of the first stage are the inputs of the second (intermediate outputs), are the most commonly used. However, in recent years, there has been a noticeable tendency to complicate DEA models and introduce hierarchical structures into them.
