Eco-efficiency is a tool for sustainability analysis that indicates how to carry out economic activities effectively. This paper assesses agricultural eco-efficiency using data envelopment analysis (DEA) and the Theil index approach. Using basic data of 31 provinces in China during 2003-2013, we analyzed the agricultural eco-efficiency development level and spatial pattern in China. The results show that the agricultural eco-efficiency of only four provinces has been relatively efficient in the entire study period, namely, Zhejiang, Hainan, Chongqing, and Tibet. The results also show that agricultural eco-efficiency was higher mainly in south of the Qinling Mountains-Huaihe River Line and north of the Yangtze River area, that agricultural eco-efficiency is mainly affected by pure technical efficiency, and that highly efficient areas are mainly concentrated in the densely populated areas, i.e., the economic developed areas (except Tibet). The Theil index results show that the agricultural eco-efficiency difference weakened between provinces in China, as did western and northeast regions, but eastern and central regions show a slight upward trend.

Performance Measurement of Healthcare Service and Association Discussion between Quality and Efficiency: Evidence from 31 Provinces of Mainland China

Performance of healthcare service includes quality and efficiency, so there is inevitably an association between them. In general, it is believed that there is a trade-off between quality and efficiency; however, we prove that it is not completely accurate. We take the quality as an additional output to measure the healthcare service efficiency creatively, and discuss the association between quality and efficiency based on the effect of quality on relative efficiency. Firstly, we use TOPSIS method to calculate relative quality index values of healthcare service of 31 provinces of mainland China. This practice ensures the consistent comparison of 31 provinces' qualities. Subsequently, we measure the 31 provinces' relative performances and efficiencies of healthcare service with consideration of quality or not, by constructing DEA models. Then, we analyze the association between quality and efficiency from each group of the national, east, central and west, and conclude that the association between them is different along with their advantage degrees of quality and efficiency. Finally, we use the Tobit regression method to test 12 environment variables' net impacts on efficiency values both with consideration of quality or not. The results indicate that the main drivers of healthcare service efficiency are different when we take quality as an additional output or not. This article contributes to the field of performance measurement of healthcare service, puts forward a new method to integrate quality and efficiency and provides management guidelines.

Application of the DEA on the performance evaluation of the agricultural support policy in China

The paper utilizes the data envelopment analysis (DEA) method based on the OECD policy classification to evaluate the performance of the agricultural support policy at the provincial and agricultural commodity levels from the respective viewpoints of agricultural input and output. The analysis at the provincial level mainly focuses on the similarities and differences in the performance of the agricultural support policies between the primary grain-producing areas and the secondary grain-producing areas; at the agricultural commodity level, 17 representative Chinese agricultural commodities are selected and their performance compared. The results are then used to proffer suggestions for the future agricultural support policy optimization in China. The paper found that 50% of the provinces were DEA-efficient, in general, during the study period due to the low overall province-level scale efficiency. The performance values of the secondary grain-producing areas were significantly lower than those of the primary grain-producing areas due to the overall low scale and technical efficiency values. These results show that the support policies for agricultural commodities in China altogether require a further improvement, mainly due to the low technical efficiency of agricultural commodities.
