Purpose: Regarding the efficacy of e-governance in a developmental state, the central demand is whether the policy and practice of e-governance has, as espoused and executed, been effective in Uganda? In a bid to address this touchy demand, it would at the outset be indispensable to develop some cognizance of the anatomy and challenges hindering its efficacy in developmental governance. E-governance policy, as a universal idea of modern governments encapsulate a system by facilitating the numerous functions and activities of Ministries, Departments and Agencies. This article wishes to evaluate a selection of functions, in the public sector, that encountered a digital migration to e-governance in terms of their effectiveness as developmental state functions. Methodology: This study was entirely based on a review of literature on e-governance covering specific aspects of policy and practice in Uganda, the region and other places outside the continent. Findings and unique contribution to theory, policy and practice: This study offers the policy context of e-governance along with debates on the effectiveness of selected functions in a developmental state. The article centres on the efficacy of e-governance operation within a rather multifaceted environment. Consequently, the authors suggest that research on e-governance can be embraced as a means, by government, to improve both the policy and practices at both central government and local government levels.

Introducción: Se presenta un artículo de revisión acerca de la relación entre gestión de información y aseguramiento de la calidad en Instituciones de Educación Superior-IES. Objetivo: Analizar el sentido de correspondencia entre la gestión de la información y el aseguramiento de la calidad como fundamento para que las IES respondan efectivamente a los requerimientos informacionales actuales relacionados con la calidad. Metodología: La sistematización metodológica integra: selección temática, estrategias de búsqueda de información, clasificación y selección de fuentes y documentos, análisis documental, síntesis de información y construcción de texto (con una finalidad descriptiva e interpretativa). Resultados y discusión: Se genera un texto argumentativo en torno a categorías tales como: dispersión de los datos, conformación de información, trascendencia de dicho recurso hacia lo estratégico, relevancia de la capacidad humana, lo tácito, lo explícito y los sistemas de indicadores como instrumentos de captura y desarrollo de información (aunado esto a un ejemplo asociado a la función sustantiva de investigación). Conclusiones: Las instituciones formadoras necesariamente deben asumir un rol protagónico en materia de gestión de información, para afrontar de la manera menos traumática las exigencias de calidad relacionadas con la Sociedad de la Información.

This study examines the influence of IT system quality on business value creation in commercial banks in Tanzania. Moreover, the study tests the moderating role of IT knowledge management on the influence of IT system quality on business value creation. Data was collected using a questionnaire filled by heads of marketing and finance from all 35 commercial banks in Tanzania and analysed using Structural Equation Modelling through SmartPLS. The findings revealed that there is a positive and significant influence of IT systems quality on business value creation and IT knowledge management moderates the influence. The findings suggest that a bank with better IT quality has a high chance of creating value for the business and a bank that empowers business managers with IT knowledge has a better chance to improve the role of its IT systems in enhancing business value creation. The study provides insights into the role of business managers’ IT knowledge and skills in creating value in technology-dependent organizations in developing countries. Banks are therefore encouraged to create an environment for business managers to develop and apply their IT knowledge in executing their responsibilities.
