Despite the indispensable technological shifts, the success of a website is anchored on effectiveness, perception, valuableness, satisfaction, reliability, and efficiency dimensions. In this research, heuristic evaluation enabled to assess the primary content elements on academic library websites homepages. The heuristic method's findings were compared to taskbased usability tests. Usability heuristics results correlate to task-based usability testing findings by supplementing measurement of users' expectations in multifaceted magnitudes. Cultural and one's national origin determines students' assessment and usability of universities' libraries' websites to a great deal. Universities can benefit from optimized operational performance by upholding underlying principles of heuristic model to achieve exceptional outcomes. This study derives ultimate satisfactory consciousness that heuristic evaluation's principles guide to design an academic library's website that complements efficiency and satisfaction.

The Ministry of Education in Saudi Arabia has always been working closely with Saudi Universities to improve the quality information and communication technologies (ICTs) in order to provide good services to the students. Although having good ICT infrastructure in the Saudi Arabian universities, still the quality of the student portal needs to improve. Therefore, the goal of this paper is to identify the current situation of student's portal and their needs in Saudi Arabia universities in order to improve their portal and encourage them to use the portal. An online survey questionnaire was collected from 91 students from various universities in Saudi Arabia. The result reveals that there is need to improve the student's portal and there are some issues faced them to use their portal such as: lack in portal content, lack in training and guidelines which effect on students to use the portal. Thus, by providing good portal which involves student's needs that will help the students in their study and also that will make the university to improve and develop the portal based on their student needs.

With the rapid development of information and communication technologies (ICTs), having a website is inevitable for the organizations. Ministry of Saudi Arabia has adopted a policy to use ICT to universities to improve their university portals and services that they offer. Although having good ICT infrastructure in the Saudi Arabian universities, the usage of university portal still low. This paper aims to identify the current situation of student’s portal usage and its content issues that face student in Saudi Arabia universities, and how to solve these issues to produce good quality of portal content that can encourage the students to use the student portal. An online survey questionnaire was collected from 40 academic staff from various universities in Saudi Arabia, and reviewed a numbers of papers. The findings reveal that there is a lack of student’s portals contents, awareness of using ICT, and training and guidance. By enhancing quality of content that will increase the student satisfaction to use the portal, and that will help the university to produce good portal to their students.
