Abstract. This paper deals with the failure risk of masonry constructions under the effect of floods. It is developed within a probabilistic framework, with loads and resistances considered as random variables. Two complementary approaches have been investigated for this purpose:-a global approach based on combined effects of several governing parameters with individual weighted contribution (material quality and geometry, presence and distance between columns, beams, openings, resistance of the soil and its slope. . . ),-and a reliability method using the failure mechanism of masonry walls standing out-plane pressure.The evolution of the probability of failure of masonry constructions according to the flood water level is analysed. The analysis of different failure probability scenarios for masonry walls is conducted to calibrate the influence of each "vulnerability governing parameter" in the global approach that is widely used in risk assessment at the urban or regional scale.The global methodology is implemented in a GIS that provides the spatial distribution of damage risk for different flood scenarios. A real case is considered for the simulations, i.e. Cheffes sur Sarthe (France), for which the observed river discharge, the hydraulic load according to the Digital Terrain Model, and the structural resistance are considered as random variables. The damage probability values provided by both approaches are compared. Discussions are also developed about reduction and mitigation of the flood disaster at various scales (set of structures, city, region) as well as resilience.

Résumé.Essential to risk studies, vulnerability analysis of the assets of an area is often not suitable for practical application. It is usually more an assets census than a real vulnerability assessment, facing a given hazard. Its intersection with the hazards zoning poses also many methodological, cartographic and operational problems. This work starts with the key concepts of risk, thanks to a review of French and international literature study. Then, it provides a procedure which allows precise knowledge of the local vulnerability, available to all types of hazards and applicable to all areas. Finally, in order to get an overall perspective of risk, assets vulnerabilities are crossed with the hazards areas, in accordance to the spatial distribution of both components and using innovative geomatics operations. As part of this study, this methodology will be applied to the rivers flooding and overflowing runoff of the Greater Lyon.

Understanding and enhancing community resilience is a global priority as societies encounter a rising number of extreme weather events. Given that these events are typically both sudden and unexpected, community resilience is typically examined after the disaster so there can be no before and after comparisons. As such, the extent to which existing community capacities buffer the effects of a traumatic event remains largely unexamined and untested in the literature. Drawing on a longitudinal study of 148 Brisbane suburbs, we examine the key community processes associated with community resilience to the crime before and after the 2011 Brisbane floods. We introduce a novel disaster severity index to simultaneously capture the direct and indirect impacts of the flood and embed this measure within our modeling framework. Results from the models provide important insights for predisaster preparedness and postdisaster rebuilding and recovery.
