Urban Standards and Ecosystem Services: The Evolution of the Services Planning in Italy from Theory to Practice

Abstract: Human well-being is determined by multiple factors related to health, social relations, safety, environment, landscape, cultural heritage, and quality of services. The Italian planning system provided a set of “urban standards”, in terms of threshold values of areas per inhabitant destined for public services and facilities. The application of urban standards, for a period of more than fifty years, did not result in a broad improvement of life quality in the urban areas. “…An analysis of similar published procedures applied in other states and cities [18,29,[34][35][36] was the first step. Attention was paid mainly to indicators and ways in which researchers analyzed the use of ecosystem services in spatial plans (see Table 2).…”

“…These wastescapes seem to be almost waiting to be part of urban metabolism again. In addition, especially in peri-urban areas around the most important cities, the provision of public facilities and services is inadequate and scant (Colavitti et al, 2020;Urbani, 2011), enhancing inequalities among citizens.…”

“…Nowadays, ecosystem services (ESs) are an increasingly studied field, and this topic is becoming more and more well-known and widespread even among the non-scientific community. Generally speaking, the condition of existence of a service requires the presence of an end user who can enjoy the benefit generated by the service; this benefit exists only in relation to the needs of the final beneficiaries [1]. There are numerous studies evaluating the connection between physical and mental human well-being and the goods or services generated by ESs [2].…”
