Summer energy poverty (SEP) is becoming a more concerning issue in southern European countries. This is due to the increasing intensity and frequency of heatwaves, which are particularly severe in urban areas. In this matter, scientific literature has grown on topics such as urban microclimate, passive urban cooling or assessing people's adaptability to high temperatures. However, there is still a gap between scientific knowledge and local policies when addressing energy poverty, particularly SEP. This paper aims to bridge this scientific and policy knowledge gap by gathering existing methodologies and approaches to SEP in the context of southern Europe. The methodology consists on a meta-study on the topic, involving analysis and synthesis of multiple and heterogeneous sources. A collaborative collection and revision of nearly two hundred references was conducted, focusing mainly on Spain, Italy, Greece and Bulgaria. Through a screening process, these references were examined and the main ideas, current debates, as well as limitations and boundaries in SEP knowledge were incorporated. Results show that, although authorities have developed local plans to tackle summer vulnerability and energy poverty, a cross-sectional vision is still needed to make operative the scientific advances. Therefore, this paper proposes instruments in the form of definitions, indicators, evaluation methodologies and their policy implications for identifying and addressing SEP in the context of the EU.

The study examines the effects of heat islands on Putrajaya City and evaluates the planned city features effect since climate policies were not deliberatively considered during the planning process. The aim of this study is to explore the effect of air temperature on the different urban forms and residential areas in the completed construction precincts of Putrajaya Boulevard. The investigation was performed using a mobile survey method with a data logger three times a day, during the morning, noon, and afternoon time, for three days during the hottest month in July 2012. It was found that there is no significant difference in variation of the air temperature between the different city features, and urban typology blocks, and the maximum air temperature was 37 °C. Hence, the temperature has remained constant since before the city was built. Therefore, the climate aspect was not considered during the planning process for reducing the temperature and improving environmental comfort. It is, therefore, necessary to establish a strategy and policy that will reduce the high air temperature before the master plan is completed.

Current approaches for simulating the energy performance of buildings on a large scale are limited by numerous assumptions and simplifications, which can lead to inaccurate estimations. While new tools and procedures are emerging to improve accuracy, there remains a need for more user-friendly methods. This study proposes a new tool based on online maps to create the geometry of districts in a simple way. The tool also enables an automatic evaluation of all buildings through dynamic hourly simulations, using a building simulation software and allowing to consider different weather conditions. To illustrate the procedure, a district at risk of energy poverty in Seville (Spain) is modeled, where hourly temperature data for a whole year are available to demonstrate the need for building improvements. The tool is used to evaluate the energy demands of the district under several retrofitting alternatives, and free-floating simulations are also performed to evaluate the improvement of thermal comfort without air-conditioning systems. The aim is not to discuss the actual values for this particular case, but rather to identify the correct direction for large-scale studies, so as to make them more easily conducted. Overall, it may be concluded that the results provided by comprehensive tools, such as the one proposed in this study, enable easy yet accurate evaluations of buildings on a large scale with significant time savings, as well as the identification of locations where retrofitting interventions would have the greatest impact.
