Flooding is the most widespread environmental disaster in Nigeria and flooding impacts are exacerbated by poor urban planning. Flooding is a direct impediment to Nigeria achieving its sustainable development goals (SDGs). While urban planners are responsible for implementing policy changes to address the issue of flooding, there is very little research that explores their views on the linkages between urban planning, flooding, and public policy. Using the city of Port Harcourt, Nigeria, as a case study, this paper presents data from interviews with practicing urban planning professionals. It argues that Port Harcourt's urban planners have a sound understanding of principles of sustainability and are fully aware of the connections between poor urban planning and flooding. They do however see widespread public non-compliance with planning laws and improper building approvals, rather than systemic failures of governance, as the main issues that undermine the city's legal and planning architecture put in place to control floods.

Public urban land management has been a challenge in developing countries despite efforts engaged by governments and development partners. Taking Burundi's case study, this paper identified shortfalls observed in public urban land management for developing countries. A qualitative research approach in data collection and analysis was applied. The desk review of different reports and policy documents was used and interviews with local leaders and influential people were conducted in the case study to collect participants' views and perceptions. Furthermore, a Key Informants Interview (KII) with high-rank authorities was prepared to confirm the interview and desk review findings. Then, data were analysed through the content analysis technique. The findings revealed that four shortfalls in public urban lands management include the legacies of colonialism in ownership of and access to land and politicisation of land management; the existence of a hidden hand in all land deals; laissez-faire in land management by top leaders to create a chaotic situation in land management; and lack of partnership between public and private partners in land management. The paper recommends that the Government of Burundi collaborate with stakeholders to afford the application of new approaches and technologies in public urban lands management.

The relationship between the development of the city ’s transport infrastructure and urban land use is a pressing problem in the territory development of any metropolis. Addressing this challenge requires the creation of new tools and mechanisms. Transport infrastructure is the main component of the entire infrastructure of any city, affecting the social, economic and environmental efficiency of urban land use. Therefore, the authors, choosing transport infrastructure as the object of the research, analyze the patterns that arise during its development on the conditions of the entire urban land use. Methods such as calculation-graphical, analysis and synthesis, abstraction method, etc., are used. The authors analyze management methods of urban transport systems as part of real property complexes. The ecological and economic justification of development projects for the real property complex is proposed as a tool for determining perspective directions and mechanisms for increasing the efficiency of land use.
