Upgrading Resource-Based Regional Industrial Clusters to Innovative Clusters: The Case of Shanxi Province in China

Abstract: This paper is aimed as a contribution to the process of upgrading old industrial clusters towards a new status of innovative clusters. The concept of 'lock-in' is followed as it applies to a specific resource-based industrial cluster, to assess the value of this concept in the degradation of such clusters in a Chinese context. After identifying factors leading to the lock-in situation, we introduce the analytical framework of He-Xie Management Theory to investigate the potential role of this emerging managemen… Show more

“…As more and more industrial clusters are established and developed around the world, the competition among them is becoming increasingly fierce, which leads to rising attention on the structure of the industrial cluster. This is regarded as an important factor to improve the particular cluster's innovation capacity and distinguish its competitiveness from others (Cao et al, 2008;Dayasindhu, 2002). Under different resource endowments, a suitable structure can make resource allocation more reasonable and efficient among all actors of a cluster.…”

“…. SOEs need the guidance from local government because of their ownership structure and their slow reaction to the change of market (Cao et al, 2008;Luo, 2001). So the government can play a very important and direct part in the primary stage of development or transition of SOEs in the cluster, such as the Tonghua cluster.…”

“…They describe how Shenzhen grew from a fishing village to an industrialized metropolis within a generation. In 1988, the entire island of Hainan became an SEZ; and in 1990 a large part of Shanghai was restructured as the Pudong New Area zone (see Cao, 2008Cao, , 1994and Chen, 1989, on upgrading the SEZ model and the transformation of industrial clusters into high technology zones: additional research on zones, clusters and industrial districts has been reported by Yeung et al, 2009;Dodgson, 2009;Huang et al, 2011;Wang, 2007;Wei and Wang, 2009;S {arić, 2012;and Fleisher et al, 2010;and Ma and Oxley, 2012 have reported on energy clusters in China).…”

“…The Medium-and Long-Term Plan for S&T Development 2006-2020 (MLP) maps out the transformation of China into an innovation-driven economy; and the 12th Five-Year Plan for S&T Development (2011-2015) plays a central role in implementing the MLP. In the 12th Five-Year Plan the Chinese Committee of Science, Technology and Education, the main body for the central government's innovation policy, highlights the strengthening of the scientific-technological base and the upgrading of domestic innovative competences (see Cao et al, 2008 for Shanxi province; Liu et al, 2011 for the evolution and structure of Chinese innovation policy). This new plan places the industrial focus on seven new strategic emerging industries, mirroring innovative sectors in the USA and Europe (for example, electro mobility, nanotechnology and green technologies) to induce further growth.…”

“…Only post 2003, with new export markets for coal products and sharply increased prices did that income even begin to catch up with the rest of the country and there was little, non-extractive, higher knowledge component development and the brain drain was in flow. Cao et al (2008) propose that application of so-called He Xie Management Theory could provide the framework for a solution in the case of Shanxi. While He Xie as a phrase may translate broadly as "harmony", they take the two characters and work with them separately to explain how the theory might help.…”
