The new concept to measure human freedom examines the relationship of the Coefficient of Liberalism (L); and, the variables grouped in three dimensions: the forces of modern markets, private property; and, Institutionality. The analyzed population corresponded to 116 countries. 158 variables were collected per country for 10 years. For the analysis, information from The Global Competitiveness Index Historical Dataset © 2008-2018 of the World Economic Forum was used, with which an Xnxl Database was used with index and coefficient values, country codes, global id, identified series and treatments (Income groups, Regions and Forum classification). The hypothesis test, linear regression analysis, ANOVA, PCA, univariate variance and eta-square were used as statistics. The L Coefficient has a statistically significant positive correlation with the Global Competitiveness Index (R 2 =0,82; F(1,114) = 516,61; Sig.=,000)); and, it served to evaluate the three treatments analyzed. The means of the income groups differ significantly, F(1,112) = 5,68, p < ,001, η2 = 0,14 for the dependent variable of the Coefficient of Liberalism (L). This paper explores the convergence hypothesis of Mexican states with the national level and with one another from 1940 to 2015. Interpreting convergence as catching-up, we also capture other types of regular evolution, namely, invariance of the income gap over time, permanent absence of the gap, and steadily increasing gap (deterministic divergence). As a tool of econometric analysis, we use a novel model that describes convergence by asymptotically decaying trends and covers other types of evolution as particular cases. The results obtained suggest one or other type of regularity to be peculiar to roughly ca. 40% of income gaps both with the national level and between states. However, convergence is observed only in 6% to 15% of cases.Regarding convergence at the national level, an additional analysis by three 50-year subperiod shows that in many cases the type of evolution changes for the same state from one subperiod to another. Analyzing convergence between states, we find that convergence between neighboring states is more frequent than between other states; however, the effect of the neighborhood is not too strong.

Towards Creativity and Innovation in Universities: Study on Central and Eastern Europe

Universities have a pivotal role to play in the challenging restructuring process that economies are undergoing due to higher education’s critical role in the information age. Universities can contribute to this process of change by creating new knowledge as well as by shaping new skills, which are necessary for exploiting modern technologies and understanding how technology interacts with society. The aim of this paper is to compare universities from Central and Eastern Europe (CEE) in terms of creativity related to research and educational activity. The knowledge triangle concept is employed to compare involvement of universities in education, research, and innovation. The divisive hierarchical clustering was used to group countries by knowledge triangle performance. Five clusters have been identified regarding research-education-innovation interactions. The study contributes by shedding light on education as the missing link between research and innovation in the CEE countries and extends knowledge about heterogeneity of this region in terms of creativity. It also contributes to the discourse how innovation policies can support universities’ structural transformations towards integration of their education, research, and innovation activities that will enable to confront an array of societal challenges.
