The debate on the relevance of the global sustainability (including energy, environmental, social, economic, and political aspects) of building stock is becoming increasingly important in Europe. In this context, special attention is placed on the refurbishment of existing buildings, in particular those characterized by significant volumes and poor energy performance. Directive 2012/27/EU introduced stringent constraints (often disregarded) for public administrations to ensure a minimum yearly renovation quota of its building stock. This study describes how Life Cycle Cost analysis (LCC) can be used as a tool to identify the “cost-optimal level” among different design solutions to improve the energy performance of existing buildings. With this aim, a social housing building located in the town of Pisa (Italy) was chosen as the case study, for which two alternative renovation designs were compared using the LCC methodology to identify the optimal solution. The two alternatives were characterized by the same energy performance—one was based on the demolition of the existing building and the construction of a new building (with a wooden frame structure, as proposed by the public company owner of the building), while the other was based on the renovation of the existing building. This study can provide useful information, especially for designers and public authorities, about the relevance of the economic issues related to the renovation of social housing in a Mediterranean climate.

The reduction of energy consumption in the residential sector presents substantial potential through the implementation of energy efficiency improvement measures. Current trends involve the use of simulation tools which obtain the buildings’ energy performance to support the development of possible solutions to help reduce energy consumption. However, simulation tools demand considerable amounts of data regarding the buildings’ geometry, construction, and frequency of use. Additionally, the measured values tend to be different from the estimated values obtained with the use of energy simulation programs, an issue known as the ‘performance gap’. The proposed methodology provides a solution for both of the aforementioned problems, since the amount of data needed is considerably reduced and the results are calibrated using measured values. This new approach allows to find an optimal retrofitting project by life cycle energy assessment, in terms of cost and energy savings, for individual buildings as well as several blocks of buildings. Furthermore, the potential for implementation of the methodology is proven by obtaining a comprehensive energy rehabilitation plan for a residential building. The developed methodology provides highly accurate estimates of energy savings, directly linked to the buildings’ real energy needs, reducing the difference between the consumption measured and the predictions.

In recent decades, the international scientific debate has focused on maximizing the energy performance of the building organization during the operational phase. However, the energy performance is only partially in line with the strategic environmental objectives defined by the European Commission which, with Communication 2003/302, also defined the guidelines for the drafting of the National Action Plans on Green Public Procurement (NAP GPP). Law no. 296 of 27 December 2006 provided for “... the implementation and monitoring of an Action Plan for the environmental sustainability of public administration consumption”, drawn up by the Ministry of the Environment and the Protection of Land and Sea. This work moves in the direction of identifying design strategies, relating to construction and urban restructuring, compatible with the criteria of energy and environmental sustainability provided for in the New Code of Public Procurement (Legislative Decree 50/2016), in accordance with the directives of the European Community. The parameters that define the methodological articulation (choice of case studies, scope of reference of stakeholders, etc.) orient the use of the results towards similar cases, i.e. design of urban districts located in regions with a Mediterranean climate.
