Universities, Public Research, and Evolutionary Economic Geography

Abstract: Evolutionary Economic Geography (EEG) has, thus far, neglected the contribution of universities to innovation processes in its emerging theoretical explanations of territorial economic change. This paper begins to address this conceptual gap by outlining a perspective on the ways in which universities, as organizations with institutional features and functions that are distinctive to those of firms, can enhance the adaptive capacity of national or regional economies. The argument developed is based on a comple… Show more

“…Situating universities at the centre of regional analysis reinforces the rich intellectual history of a research community interested in the contribution of higher education to regional development (Bouche, Conway, & Van der Meer, 2003;Chatterton & Goddard, 2003;Goldstein & Renault, 2004;Florax, 1992;Thanki, 1999;Vallance, 2016). “…The literature on the interaction between universities (or research centres) and businesses has mostly focused on topics such as research collaboration, scientific entrepreneurialism and formal networks (Vallance, 2016). It has also tended to privilege the analysis of analytical or synthetic knowledge by measuring the impact of R&D, patenting and other types of applied research on innovation and growth.…”

“…But at the same time it is equally possible for universities to qualitatively improve the way that processes operate in a particular region, extending the scope of the regional development trajectory, what Gunasekara calls developmental contributions. These developmental contributions create new potential development pathways for places, and contribute to support the positive evolution of places (Vallance, 2016). There are at least three classes of developmental contributions that universities make to places that also need consideration in attempting to strategically manage university place contribution.…”
