The gap between immigration policy aims and outcomes is addressed by migration control policies. A brief sketch of major developments in these policies indicates that external policies seeking to prevent irregular (undocumented) migration outside the destination country have gained prominence over internal policies. Furthermore, gatekeeping policies seeking to prevent seemingly legal access have gained prominence over fencing policies.
